              <text>Despite heavy rains in the days leading up to the event, around 12,000 barangay officials from across Iloilo province gathered at the Iloilo Sports Complex on September 15 for the grand culmination of the Liga ng mga Barangay 2024.&#13;

With the theme “Connecting Barangays, Shaping Tomorrows,” the event highlighted the crucial role barangay officials play in the province’s development.&#13;
&#13;
Liga ng mga Barangay President Amalia Victoria Debuque, in her welcome remarks, expressed gratitude to her fellow officials for their dedication and perseverance, acknowledging how the inclement weather tested their resolve.&#13;
&#13;
“You know what, God-willing, we were able to push this through despite the challenges brought by the heavy rains,” Debuque said in a separate interview.&#13;
“This is a true testament to our unity as barangay officials. Rain or shine, morning or night, we are always here. Today is a celebration of barangay officials.”&#13;
&#13;
National Liga ng mga Barangay President Jessica Dy, the guest of honor, emphasized the challenges faced by barangay officials, particularly being under-compensated, while commending their dedication to public service.&#13;
Dy also discussed ongoing Senate efforts to push for a six-year term extension for barangay and Sangguniang Kabataan (SK) officials.&#13;
“All efforts are being made by our Liga to push for this six-year term adjustment,” she said.&#13;
&#13;
On August 12, House Speaker Martin Romualdez and six other House leaders filed House Bill No. 10747, seeking to establish a fixed six-year term for barangay and SK officials to ensure continuity of programs and projects.&#13;
&#13;
In his keynote address, Governor Arthur Defensor Jr. highlighted the significant role barangay officials play in achieving the administration’s vision for a “Bagong Pilipinas,” stressing that barangay officials are the engines of national progress.&#13;
“Barangay officials are the machinery that moves our towns, cities, and the entire nation forward,” he said.&#13;
&#13;
Defensor also emphasized the “whole-of-the-province” approach under the Movement for a Robust, Progressive, Globally-Competitive, and Resilient Province of Iloilo (MoRProGRes) program, which relies on the cooperation of barangay officials and local chief executives to ensure progress.&#13;
&#13;
The daylong event featured special performances, raffles, and an awards ceremony recognizing barangays that earned the Seal of Good Local Governance for Barangays (SGLGB) and the Lupong Tagapamayapa Incentives Awards (LTIA).&#13;
&#13;
DILG-6 Regional Director Juan Jovian Ingeniero announced that out of 4,051 barangays in the region, only 66 passed the SGLGB, with 37 from Iloilo province. He congratulated the 37 national passers and encouraged the remaining 1,684 barangays to strive for the award next year.&#13;
&#13;
The SGLGB is a performance assessment and recognition system designed to distinguish barangays across various performance areas and encourage continuous improvement for effective governance. The LTIA, meanwhile, grants economic and other incentives to Lupong Tagapamayapa for their exceptional contributions toward achieving the goals of Katarungang Pambarangay.&#13;
&#13;
The event also featured a cultural showcase from Maasin’s Tultugan Festival dancers, and the iconic Filipino band Aegis brought the crowd to their feet with a live performance.&#13;
&#13;
Notable attendees included Congressman Michael Gorriceta (2nd District, Iloilo), Congressman Jojo Ang (USWAG Ilonggo Partylist), 5th District Representative Raul Tupas, and key officials from various agencies, municipal mayors, provincial board members, and local officials.</text>

ILOILO – The Department of Education (DepEd) – Schools Division of Iloilo, the Philippine Drug Enforcement Agency (PDEA), and the Philippine National Police (PNP) are set to sign a memorandum of agreement (MOA) to bolster the anti-drug campaign across public schools in the province.&#13;
&#13;
This initiative aligns with the vision of Schools Division Superintendent Ernesto Servillon Jr., who advocates for a zero-tolerance policy towards illegal drugs in schools, following the recent recovery of a plastic sachet of suspected shabu from a 16-year-old male student in Janiuay town.&#13;
&#13;
In a recent meeting, representatives from DepEd-Iloilo, PDEA-Region 6, and PNP discussed the implementation of programs aimed at preventing student involvement in illegal drug activities.&#13;
&#13;
As part of the agreement, PDEA will conduct a “training of trainers” for selected teachers and school heads to ensure the widespread dissemination of drug prevention information.&#13;
&#13;
Servillon explained, “The training will enable our educators to further instruct other teachers and students, promoting a strong anti-drug stance within our educational environments.”&#13;
&#13;
The PNP plans to integrate a special module into the Good Manners and Right Conduct (GMRC) subject for students from Grade 7 to Grade 10.&#13;
&#13;
The module will cover various topics including prevention strategies and the detrimental health effects of drug use.&#13;
&#13;
DepEd-Iloilo’s role in this collaboration will focus on scheduling the “training of trainers” and ensuring the seamless integration of the PNP’s module into the existing curriculum. The full implementation of these plans is targeted for October, post-MOA signing.&#13;
&#13;
“We aim to begin in October because I see the urgency,” said Servillon.&#13;
&#13;
He has also tasked the Division Drug Watch Committee with crafting a schedule for the training sessions to ensure a timely start.&#13;
&#13;
Additionally, Servillon emphasized the importance of conducting any related law enforcement activities, such as buy-bust operations involving students, outside school premises to safeguard the mental health of the learners and avoid disrupting their education.&#13;
&#13;
Since September 27, 2023, DepEd has ramped up its anti-drug initiatives by implementing a banner program titled “Bwas Damlag Amligan, Droga Likawan” as part of enhancing the National Drug Education Program, specifically the “Barkada Kontra Droga” project, which includes various activities designed to steer students away from drugs.&#13;

Servillon has also organized Drug Watch Committees in all secondary schools to monitor drug-related activities and coordinate with agencies like the PNP and PDEA to maintain a drug-free school environment./PN&#13;

The selection marks Iloilo’s opportunity to once again showcase its innovative governance and community health initiatives at the national level.&#13;

Gov. Arthur Defensor Jr. is scheduled to present the province’s entry, “Puso Para sa Puso – Movement for Healthy Hearts Towards MoRProGRes Iloilo”, to the Galing Pook panel on October 23, 2024, in Metro Manila.&#13;
&#13;
This program aims to secure the province its second Galing Pook award by demonstrating effective strategies to reduce cardiovascular disease risks among its residents through the control of hypertension.&#13;
&#13;
Launched by the Galing Pook Foundation in 1993, the awards are designed to recognize local government programs that effectively address community challenges and can serve as models for good governance.&#13;
&#13;
Iloilo’s entry builds on the World Health Organization’s (WHO) Healthy Hearts Program, which it was the first LGU in the Philippines to adopt in 2021.&#13;
&#13;
The program focuses on a comprehensive approach involving promoting healthy lifestyles, implementing evidence-based treatment protocols, ensuring access to essential medicines for non-communicable diseases, and deploying effective monitoring systems.&#13;
&#13;
The province began piloting the Healthy Hearts Program initially in the towns of Oton, Tigbauan, Guimbal, Miag-ao, San Joaquin, Igbaras, and Tubungan.&#13;
&#13;
In June 2023, the program expanded to include 16 additional towns, significantly broadening its impact.&#13;
&#13;
In early September 2024, the Galing Pook Committee, led by former Department of Interior and Local Government (DILG) Undersecretary Austere Panadero and Professor Ruben Gamala from the University of the Philippines – Visayas, conducted a site validation of the program as part of the award evaluation process.&#13;
&#13;
Governor Defensor took a hands-on approach in the presentation to the committee, emphasizing the province’s commitment to enhancing public health through targeted interventions.&#13;

ILOILO City – Uswag Ilonggo party-list’s Cong. Jojo Ang welcomed approximately 6,800 beneficiaries during an orientation for the Department of Labor and Employment’s (DOLE) Tulong Panghanapbuhay sa Ating Disadvantaged / Displaced Workers (TUPAD) program.&#13;
&#13;

Held at the covered gym of the University of San Agustin on September 13, the event saw thousands of determined participants defying heavy monsoon rains enhanced by Severe Tropical Storm Bebinca to attend the final briefing before their deployment.&#13;
&#13;
The DOLE TUPAD program, which provides short-term employment to displaced and disadvantaged workers, was praised by Congressman Ang for its significant impact on the community.&#13;
&#13;
“Nanamian gid kita sang ini nga programa,” said Ang, expressing his admiration for the initiative. “TUPAD gives our beneficiaries not just assistance but a sense of pride because they earn their wages through hard work.”&#13;
&#13;
Ang reaffirmed his commitment to the Ilonggo community, saying, “We’ve been doing this continuously since 2022. This is just the beginning — there’s more to come. We hope to reach more people, though our current venues can’t accommodate everyone.”&#13;
&#13;
He further emphasized that the TUPAD program is not limited to Iloilo City but also benefits other provinces and districts.&#13;
&#13;
“This program is part of President (Ferdinand) Bongbong Marcos Jr. administration, funded by people’s money and returned to them through initiatives like this,” he added.&#13;
&#13;
The congressman stressed the importance of the TUPAD program in addressing immediate needs while also helping stimulate the local economy, benefiting both the beneficiaries and the wider community.&#13;
&#13;
The program is also in partnership with DOLE-6 director Sixto Rodriguez.&#13;
&#13;
Also present at the event were Executive Assistant Raisa Treñas of Iloilo City’s Mayor Jerry Treñas, city councilors, and officials from DOLE Region 6 and Public Employment Service Office (PESO) Iloilo City, showing unified support for the program’s beneficiaries.&#13;
&#13;
DOLE TUPAD, a 10-day work commitment, continues to be a critical program in providing emergency employment for disadvantaged workers, particularly in challenging times, making a lasting impact on the livelihood of thousands of Ilonggos./PN&#13;

              <text>ILOILO City – The province of Iloilo’s inflation rate increased by 5.6 percent from July to August 2024, data released by the Philippine Statistics Authority (PSA) in Western Visayas showed.&#13;
&#13;
Among the six provinces, only Iloilo recorded an increase in inflation, the PSA’s summary inflation report on the Consumer Price Index in Western Visayas for August 2024 stated. In contrast, Capiz registered the lowest at 4.3 percent.&#13;
&#13;
For the highly urbanized cities in the region, Iloilo City’s inflation rate increased to 3.7 percent in August 2024 from 1.8 percent in the previous month. On the other hand, Bacolod City’s inflation rate dropped to 5.6 percent in August 2024 from 6.2 percent in July 2024.&#13;
&#13;
Western Visayas’ headline inflation was 4.8 percent in August 2024, similar to the rate recorded in July 2024. The regional average inflation rate from January to August 2024 is 3.8 percent. In August 2023, the inflation rate was higher at 6.1 percent.&#13;
&#13;
The top three commodity groups contributing to the Western Visayas’ inflation rate of 4.8 percent in August 2024 include food and non-alcoholic beverages with 53.9 percent share or 2.58 percentage points; housing, water, electricity, gas, and other fuels with 21.4 percent share or 1.03 percentage points, and restaurants and accommodation services with 7.8 percent share or 0.38 percentage point.&#13;
&#13;
On the other hand, food inflation in Western Visayas decreased to 6.5 percent in August 2024, from 7.4 percent in July 2024.&#13;
&#13;
The main drivers to the overall regional inflation rate include alcoholic beverages and tobacco, which rose to 3.7 percent from 3.1 percent; clothing and footwear, which hiked 3.6 percent from 3.5 percent; Housing, water, electricity, gas, and other fuels, which increased to 5.6 percent from 1.1 percent;&#13;
&#13;
In contrast, lower inflation rates were noted in the commodity groups this month, including food and non-alcoholic beverages, at 6.2 percent from 7.0 percent; Furnishings, household equipment, and routine household maintenance, 2.4 percent from 2.5 percent; Transport, which rose by 0.7 percent from 4.1 percent; and education services, which increased to 7.3 percent from 11.5 percent.&#13;
&#13;
The monthly inflation rate in the index of financial services was recorded at a constant rate of 1.0 percent from January to August 2024.&#13;
&#13;
The deceleration of food inflation in August 2024 was due to slower annual growth in the index of cereals and cereal products with a 12.1 percent inflation rate in August 2024 from 14.6 percent in July 2024.&#13;
&#13;
It was followed by meat and other parts of slaughtered land animals’ food group with a 13.1 percent inflation rate from 15.3 percent in July.&#13;
&#13;
Fish and other seafood groups also contributed to the downtrend with -2.7 percent inflation rate in August from -2.0 percent in July.&#13;
&#13;
Lower inflation rates were also noted in sugar, confectionery, and desserts at -4.0 percent from -3.7 percent.&#13;
&#13;
Meanwhile, the top three food groups with the highest contribution to food inflation of 6.5 percent during the month include cereals and cereal products with 65.1 percent share or 4.23 percentage points; meat and other parts of slaughtered land animals with 26.3 percent share or 1.71 percentage points, and fruits and nuts with 6.9 percent share or 0.45 percentage point.&#13;
&#13;
The income of households in Western Visayas accelerated to 5.9 percent in August 2024 from 5.5 percent in July 2024.&#13;
&#13;
Likewise, the inflation rate for the Bottom 30% income households was higher in August 2023, at 7.1 percent.&#13;
&#13;
The increase in the inflation rate for the bottom 30 percent of income households was primarily brought about by the higher annual growth in the index of housing, water, electricity, gas, and other fuels at 7.6 percent in August 2024 from -0.1 percent in July 2024.&#13;
&#13;
This was followed by restaurants and accommodation services with a faster annual growth of 6.0 percent inflation rate from 5.5 percent in the previous month.&#13;
&#13;
The alcoholic beverages and tobacco commodity group with a higher inflation rate of 4.2 percent during the month from 3.6 percent in July also contributed to the inflation rate hike./PN&#13;

              <text>The Iloilo Provincial Government turned over the second phase of its solar photovoltaic (PV) installation at Aleosan District Hospital in Alimodian, which aims to boost energy efficiency and enhance safety.&#13;

The project, which includes solar-powered streetlights, cost ₱2.67 million and was funded through the Energy Regulations (ER) 1-94 fund shares from Panay Energy Development Corp. (PEDC).&#13;
&#13;
The ER 1-94 fund grants host communities of power plants access to resources for development and environmental projects. PEDC, a subsidiary of Meralco PowerGen Corp. and Global Business Power Corp., facilitated the funding under this provision.&#13;
&#13;
Phase 2 of the project installed a 30-kilowatt rooftop solar PV system and streetlights at the hospital. This installation is expected to significantly reduce the hospital’s energy consumption while ensuring better lighting for the safety and security of the hospital’s premises.&#13;
&#13;
Phase 1 of the solar project, inaugurated in March 2024, focused on the hospital’s COVID-19 ward and cut monthly electricity expenses by roughly ₱80,000. The initial phase cost ₱2.6 million.&#13;
&#13;
The combined cost of both phases reached ₱5.27 million.&#13;
&#13;
Provincial Administrator Raul Banias, representing Governor Arthur Defensor, praised the project’s impact on the hospital’s operational expenses.&#13;
&#13;
Panay Energy Development Corp. First Vice President Antonio Cabalhug, Jr. expressed his company’s support for renewable energy efforts.&#13;
&#13;
“We are proud to be part of a project that delivers tangible benefits to the community while supporting clean energy initiatives,” Cabalhug said.&#13;
&#13;
Local officials, including Alimodian Mayor Ian Kenneth Alfeche Jr. and 4th District Board Member Rolando Distura, also attended the ceremony, highlighting the importance of sustainable energy solutions for public infrastructure.&#13;

The finalists include Benjamin, translated into Filipino by Dr. John Barrios and Fennie Mae Tanangonan; Plural Entanglements: Philippine Studies by Dr. Clement Camposano, Dr. Dada Docot, and Dr. Stephen B. Acabado; and Piña Features by Dr. Randy Madrid. The National Book Development Board and the Manila Critics Circle selected these works for this year’s awards.&#13;
&#13;
Benjamin, originally written in Hiligaynon by Angel Magahum—considered the “Father of Ilonggo Novels”—is a finalist for “Best Translated Book in Filipino.” First published in 1907 by La Panayana in Molo, Iloilo City, the novel includes didactic narratives and is seen as a book on proper manners.&#13;
&#13;
Dr. Barrios, a faculty member of the Division of Professional Education (ProfEd) at UPV, translated the novel along with Tanangonan, a UP High School in Iloilo alumna and current UP Diliman student. Benjamin was republished by the University of the Philippines Press in 2023.&#13;
&#13;
Plural Entanglements: Philippine Studies, published by Ateneo de Manila University Press in 2023, is a finalist for “Best Book in Social Sciences.” The book, co-authored by Dr. Camposano, UP Visayas Chancellor, emphasizes the need to extend scholarship beyond Manila and includes contributions that explore themes such as the Philippines’ global participation, social justice, and disaster response.&#13;
&#13;
Dr. Madrid’s Piña Features, published by Far Eastern University and Habi: The Philippine Textile Company, is a finalist in the “Best Book Design” category.&#13;
&#13;
The book offers fresh perspectives on piña fabric as an artisanal textile, a trade commodity, and a symbol of identity and honor. Dr. Madrid is a faculty member of UPV’s Division of Professional Education, College of Arts and Sciences.&#13;

              <text>Around 12,000 barangay officials from various towns and cities across Iloilo province are set to gather at the Iloilo Sports Complex on Sept. 15 for the culminating event of this year’s Liga Month celebration, which began on Aug. 6.&#13;

In preparation for the event, Liga ng mga Barangay President Amalia Victoria Debuque asked for public understanding regarding potential traffic congestion.&#13;
&#13;
“Since we are expecting 12,000 delegates, I ask for the public’s patience. There will be a heavy inflow of cars, and traffic is inevitable, but we’ve coordinated with Iloilo City officials to manage the situation,” Debuque said during a press conference on Sept. 11.&#13;
&#13;
Debuque noted that while Liga Day has traditionally been a one-day event, this year’s celebration has been extended to a full month.&#13;
&#13;
The culmination will feature various activities, including the main sports event, a special performance by the band Aegis, raffle draws, and the “Bida sa Liga” competition, among others.&#13;
&#13;
“This year’s theme is ‘Connecting Barangays in Shaping Tomorrow.’ As you can see in our activities, we are connecting barangays with one another. Once we are connected, it will be easier to achieve progress in our province,” Debuque emphasized.&#13;
&#13;
Notable attendees expected to join the event include Governor Arthur Defensor Jr., Iloilo 1st District Rep. Janette Garin, 2nd District Rep. Michael Gorriceta, 3rd District Rep. Lorenz Defensor, 4th District Rep. Ferjenel Biron, and 5th District Rep. Raul Tupas. ILOILO City – Nearly two years after its closure due to structural issues, the P680-million defective flyover in Barangay Ungka II, Pavia, Iloilo will remain partially operational until the end of 2024.&#13;
&#13;
The Department of Public Works and Highways (DPWH) – Region 6 has confirmed it will fail to meet its second self-imposed deadline of November 2024 for a complete flyover rectification work and full reopening.&#13;
&#13;
The original deadline it set for itself was last month, August.&#13;
&#13;
This latest setback means motorists and residents should brace for continued traffic congestion during the upcoming December holiday season.&#13;
&#13;
&#13;

Currently, only the two inner lanes of the flyover are open to traffic from 6 a.m. to 10 a.m. and from 2 p.m. to 9 p.m. daily.&#13;
&#13;
“We are now in the final stages of Phase 1 of rectification work, and hope to complete it by the end of September despite some challenges,” said DPWH-6 officer-in-charge Engineer Sanny Boy Oropel.&#13;
&#13;
The four-lane, 453.7 lineal meters long Ungka flyover was constructed beginning January 2020 and opened to traffic on the first week of September 2022. But this was closed two weeks after due to vertical displacement (piers 4, 5, and 6 were “sinking”).&#13;
&#13;
The Ungka flyover stretches from Barangay Ungka, Jaro, Iloilo City to Barangay Ungka II, Pavia. Straddling the major intersection of the Sen. Benigno Aquino Jr. Avenue and President Corazon Aquino Avenue in Barangay Ungka II, it is meant to ease traffic congestion in this crucial point that leads in and out of Iloilo City.&#13;
&#13;
With Phase 2 of the rectification work yet to start, DPWH-6 is currently inviting bids, aiming to begin work in October and complete the rectification by December 2024.&#13;
&#13;
The department has set a new target to fully open the Ungka flyover before the Dinagyang Festival in January 2025.&#13;
&#13;
Due to the vertical displacement, a third-party consultant, Abinales Associates Engineers + Consultants, was hired by DPWH-6 to conduct a geotechnical study.&#13;
&#13;
Study results showed that the flyover design contractor, United Technology Consolidated Partnership (UTCP), had failed to determine the depth of the hard strata of soil for the flyover’s foundation, causing instability.&#13;
&#13;
The recommended solution involves jet grouting for all 13 piers under the first phase of the flyover’s rectification, with an estimated budget of P95 million.&#13;
&#13;
An additional P200 million is proposed for installing extra bored piles at the problematic piers.&#13;
&#13;
Monolithic Construction &amp; Concrete Products, Inc., based in Davao City, has completed approximately 85 percent of Phase 1 of the rectification work, focusing on borehole activities and jet grouting.&#13;
&#13;
Oropel emphasized that while Phase 2 is underway, the flyover will remain open to traffic using the inner lanes, as has been the case during the ongoing rectification efforts.&#13;
&#13;
By the time DPWH-6 fully reopens the Ungka flyover to traffic, the cost of this infrastructure will have ballooned to P975 million — P295 million higher than its original cost.&#13;
&#13;
It was originally projected that Phase 1 of the rectification work would be concluded by July 30, which would have also ushered the start of Phase 2.&#13;
&#13;
Aside from jet grouting, the rectification would also involve adding additional bored piles.&#13;
&#13;
Oropel had previously appealed for public understanding for the delay.&#13;
&#13;
“The rectification techniques we are applying are not simple,” he explained.&#13;
&#13;
Complications have arisen due to underground utilities, such as water and telephone lines, which have slowed the grouting process./PN&#13;

ILOILO – The Iloilo Provincial Health Office (IPHO) has confirmed leptospirosis cases in 39 of the 42 towns in the province, and the component city of Passi.&#13;
&#13;
From January 1 to August 24, the province recorded a total of 93 cases and three fatalities, marking a significant decline of 47 percent compared to the 176 cases reported during the same period in 2023.&#13;
&#13;
Leptospirosis is a bacterial disease that spreads through direct contact with urine from infected animals or environments contaminated with urine. It can enter the body via cuts on the skin or the mucous membranes of the eyes, nose, or mouth.&#13;
&#13;
Early symptoms include high fever, severe headache, muscle pains, chills, eye redness, abdominal pain, jaundice, skin rashes, and gastrointestinal symptoms.&#13;
&#13;
Leon and Oton lead the list of affected areas with seven cases each, one resulting in death in Leon. Tigbauan follows with five cases.&#13;
&#13;
Four towns — Barotac Nuevo, Calinog, Igbaras, and Lambunao — have reported four cases each, with one death occurring in Barotac Nuevo.&#13;
&#13;
Pavia, Santa Barbara, and Alimodian have each documented four and three cases, respectively.&#13;
&#13;
The remaining 29 towns have reported fewer cases: Barotac Viejo, Cabatuan, Miag-ao, and Pototan with three cases each, the latter including one death.&#13;
&#13;
Towns like Ajuy, Dingle, Dumangas, Estancia, Janiuay, Lemery, Maasin, New Lucena, San Enrique, San Miguel, and Anilao have each reported two cases.&#13;
&#13;
Meanwhile, Badiangan, Balasan, Banate, Concepcion, Dueñas, Guimbal, Leganes, Mina, Passi City, San Dionisio, San Joaquin, Sara, Tubungan, and Zarraga have reported one case each.&#13;
&#13;
Notably, Batad, Bingawan, Carles, and San Rafael have not recorded any cases of leptospirosis this year.&#13;
&#13;
In response to the ongoing threat and recent heavy rains brought by Typhoon Enteng, the Department of Health (DOH) issued a public health advisory this Monday, urging the public to exercise caution against leptospirosis, particularly during flooding.&#13;
&#13;
The DOH recommends washing thoroughly with soap and water after exposure to floodwaters and offers antibiotic prophylaxis at Rural Health Units (RHUs), which also provide free consultations.&#13;
&#13;
The rise in leptospirosis cases in Metro Manila due to flooding caused by the southwest monsoon and Typhoon Carina has prompted the DOH to place all its units nationwide on a “Code White Alert.” This alert ensures that medical personnel in hospitals and health offices are ready to respond to health emergencies.&#13;
