              <text>ILOILO – A total of 85 mayoralty aspirants and 84 vice mayoralty aspirants have officially filed their certificates of candidacy (COC) in this province from October 1 to 8, ahead of the May 12, 2025 national and local elections.&#13;

However, these numbers might still see minor changes as the Law Department of the Commission on Elections (Comelec) in its Central Office is currently reviewing the submitted COCs by the City and Provincial Election Officers. This process ensures that all candidates are qualified to run in the upcoming polls.&#13;
&#13;

&#13;
&#13;
According to the Comelec-Iloilo Province list provided to the media, the names of those who filed for the mayoralty and vice mayoralty posts are available per municipality.&#13;
&#13;
The final list of qualified candidates will be confirmed once the verification process is completed.&#13;

ILOILO — The Iloilo Provincial Health Office (IPHO) has reported a steady decline in dengue cases following a peak during the August 4 to 10 period, the 32nd morbidity week of the year.&#13;
&#13;
Dengue fever is a mosquito-borne illness caused by the dengue virus, transmitted primarily by the Aedes aegypti mosquito. It can lead to a range of symptoms from mild fever to severe conditions like hemorrhagic fever and dengue shock syndrome.&#13;
&#13;
After recording 1,122 cases in the 32nd morbidity week, numbers gradually decreased to 96 cases in the 40th morbidity week spanning September 29 to October 5.&#13;
&#13;
“According to the epidemic curve of Iloilo province, the number of dengue cases is steadily decreasing. However, it remains above the outbreak level. We reached the highest number of cases during the morbidity week of August 4 to 10 with 1,122 cases, and the numbers have continued to decrease each week since then,” said Dr. Rodney Labis, chief of the IPHO – Health Service Delivery Division.&#13;
&#13;
Here is a breakdown of the weekly dengue cases recorded from August 11 to October 5:&#13;
&#13;
* August 11 to 17 – 1,052 cases&#13;
&#13;
* August 18 to 24 – 752 cases&#13;
&#13;
* August 25 to 31 – 693 cases&#13;
&#13;
* September 1 to 7 – 529 cases&#13;
&#13;
* September 8 to 14 – 334 cases&#13;
&#13;
* September 15 to 21 – 117 cases&#13;
&#13;
* September 22 to 28 – 241 cases&#13;
&#13;
* September 29 to October 5 – 96 cases&#13;
&#13;
Dengue preventative measures include eliminating standing water where mosquitoes breed, using mosquito repellent, and installing screens on windows and doors to prevent mosquito entry.&#13;
&#13;
From January 1, 2024, to October 5, 2024, the province logged a total of 10,075 dengue cases resulting in 25 fatalities. This marks a significant increase of 637 percent compared to the same period last year, which saw 1,367 cases and two deaths.&#13;
&#13;
The municipalities with the highest number of dengue cases this year are:&#13;

* Passi City – 648 cases with two deaths&#13;
&#13;
* Oton – 588 cases&#13;
&#13;
* Calinog – 441 cases with one death&#13;

* Lambunao – 423 cases with one death&#13;

ILOILO City – Ten young women from across Iloilo city and province have been selected as the official candidates for Miss Iloilo 2025 beauty pageant.&#13;

The candidates were introduced on Saturday, October 5, through the official Facebook page of Miss Iloilo, following a rigorous screening process.&#13;
&#13;
Miss Iloilo, an integral part of the Dinagyang Festival, highlights beauty, culture, and heritage. The chosen candidates represent various towns and cities in the province and will vie for several titles that could serve as a stepping stone to national beauty competitions.&#13;

ILOILO City – The provincial government has confirmed that its employees will receive their Collective Negotiation Agreement (CNA) incentive by December 2024. Gov. Arthur Defensor Jr., alongside Ma. Airis Penetrante, president of the Association of Iloilo Provincial Government Employees (AIPGE), and Atty. Renee Valencia, head of the Provincial Human Resource Management and Development Office, officially signed the agreement on October 4.&#13;
&#13;
The CNA incentive is a form of recognition for the collective efforts of AIPGE members who have met performance goals and contributed to cost-effective solutions in government operations.&#13;
&#13;
“This agreement opens the door for our employees to receive the CNA incentive,” said Penetranted, noting that the final amount will be contingent on the provincial government’s financial savings.&#13;
&#13;
While the Department of Budget and Management (DBM) set the maximum allowable CNA incentive at P30,000 last year, the specific amount for this year has yet to be determined by the provincial government and AIPGE.&#13;
&#13;
Over 2,000 regular employees, including those working at the capitol and district hospitals, are eligible to receive the CNA Incentive.&#13;
&#13;
In 2023, regular employees of the provincial government received a CNA Incentive of P18,000, in addition to other bonuses such as a Productivity Enhancement Incentive (PEI) of P5,000, a one-time Service Recognition Incentive (SRI) of P20,000, and a Performance-Based Bonus (PBB) equivalent to 50 percent of their monthly salary./PN&#13;

According to IPHO head Dr. Maria Socorro Quiñon, the program will offer vaccines for measles-rubella (MR), tetanus-diphtheria, and the human papillomavirus (HPV).&#13;
&#13;
Quiñon reported that the initiative aims to administer booster doses of MR and tetanus-diphtheria to 28,317 Grade 1 students and 37,928 Grade 7 learners.&#13;
&#13;
Additionally, 17,328 Grade 4 girls will receive the HPV vaccine to prevent cervical cancer.&#13;
&#13;
“These MR and tetanus-diphtheria vaccines are given as booster doses because the children already received them at one year old. The HPV vaccines are for girls aged nine to 11, as this is the age group before they are likely to be exposed to the human papillomavirus, before engaging in sexual activity,” Quiñon said in an October 3 interview.&#13;
&#13;
She reassured parents about the safety protocols in place.&#13;
&#13;
“We ask parents to allow and consent to their children receiving the vaccines. Our trained health workers will be there to ensure the children’s safety and well-being during the process,” she stated.&#13;
&#13;
In preparation for the campaign, the IPHO, in partnership with Relief International and UNICEF, met with health officers from 43 local government units and DepEd nurses on October 2 in Iloilo City.</text>

ILOILO – The Iloilo Provincial Agriculture Office officially opened the Farmers and Fisherfolk’s Week celebration on Tuesday morning, October 1, at the provincial capitol grounds.&#13;
&#13;
The event, which runs from October 1 to 4, 2024, features a range of activities including exhibits, trade fairs, agricultural forums, technology training sessions, and a cooking contest.&#13;
&#13;
Provincial Agriculturist Dr. Ildefonso Toledo emphasized the importance of the event, stating, “This is in recognition of the significant contributions that farmers and fisherfolk make to our community.”&#13;
&#13;
The theme for this year’s celebration is “Sufficient and Modern Technology: Success in Agriculture and Fisheries in Our Province.”&#13;
&#13;
Here is a breakdown of the key activities scheduled for the week:&#13;

* Opening program featuring the launch of various programs, booths, exhibits, and activities related to crops, livestock, fisheries, and agricultural engineering.&#13;

ILOILO – The Provincial Health Office (PHO) is set to commence a school-based immunization campaign aimed at safeguarding students against several vaccine-preventable diseases.&#13;
&#13;
The initiative, spanning from October 7 to October 31, targets Grade 1 and Grade 7 learners across all public schools in the province.&#13;
&#13;
Dr. Maria Socorro Colmenares-Quiñon, head of the IPHO, revealed that approximately 28,317 Grade 1 and 37,928 Grade 7 students will receive booster doses for measles, rubella, tetanus, and diphtheria.&#13;
&#13;
Additionally, Grade 4 female students, totaling 17,328, will be administered the Human Papillomavirus (HPV) vaccine to protect against cervical cancer.&#13;
&#13;
Measles and rubella are highly contagious viral diseases, with measles marked by a characteristic red rash and rubella by a rash and swollen glands.&#13;
&#13;
Tetanus, caused by bacterial toxin exposure, leads to painful muscle stiffness and lockjaw.&#13;
&#13;
Diphtheria is a serious bacterial infection affecting the mucous membranes of the throat and nose.&#13;
&#13;
The HPV vaccine targets the viruses responsible for the majority of cervical cancers and other HPV-related diseases.&#13;
&#13;
“The immunization drive in schools forms part of our broader strategy to strengthen immunization efforts across the province. By focusing on these key age groups, we aim to ensure robust protection against diseases like measles, rubella, tetanus, diphtheria, and HPV,” explained Dr. Quiñon.&#13;
&#13;
A recent meeting organized on October 3, in collaboration with Relief International and UNICEF, saw various stakeholders, including the Philippine Pediatric Society, the Department of Health, Department of Education, Hospital Management Office, and Local Health Offices come together.&#13;
&#13;
The meeting aimed to refine strategies and foster intersectoral collaboration for the upcoming immunization period.&#13;
&#13;
Dr. Quiñon also emphasized the critical role of parental support in the success of the campaign.&#13;
&#13;
“I urge all parents in the province to allow and consent to their children’s participation in the vaccination program. Our health workers are committed to ensuring the safety and well-being of all participants,” she said.&#13;
&#13;
The school-based immunization program mirrors a similar initiative launched by the Department of Health (DOH) Region 6 in Sagay City, Negros Occidental, on September 13, underscoring the regional commitment to combating vaccine-preventable diseases.&#13;

The Department of Trade and Industry (DTI) has highlighted its growing demand, particularly in the construction sector.&#13;
&#13;
DTI Supervising Trade Industry Development Specialist Engr. Jonathan Tejida explained that the rise in micro, small, and medium enterprises (MSMEs) involved in producing traditional “bahay kubo” homes has contributed to the increasing need for bamboo.&#13;
&#13;
“The industry is thriving. It’s not fading but progressing, thanks to the ongoing support from the government and local communities,” Tejida emphasized during a media briefing.&#13;
&#13;
According to recent data from the Municipality of Maasin, Iloilo, there are about 3,900 hectares of bamboo plantations spread across various locations.&#13;
&#13;
In the first half of this year alone, the municipality supplied around 19,000 bamboo poles.&#13;
&#13;
To better understand the current state of the bamboo industry in the province, the DTI plans to conduct an inventory in Iloilo.&#13;
&#13;
Last month, DTI hosted a bamboo tree-planting activity in Alimodian town.&#13;
&#13;
Also, bamboo products were featured during the second day of the Artesanias de Iloilo event, where bamboo-weaving demonstrations, bamboo product competitions, and food tastings featuring bamboo shoots took place.&#13;
&#13;
In August, the Local Economic Development and Investment Promotion (LEDIP) Center of Iloilo province organized a three-day Bamboo Craft Enhancement Training for members of the Maasin Bamboo Association in Barangay Tubang, Maasin.&#13;
&#13;

ILOILO City – The Department of Public Works and Highways (DPWH) Region 6 is optimistic that consultants will submit the detailed engineering design (DED) for Section A of the Panay-Guimaras-Negros Bridges by December 2024.&#13;
&#13;
As of September 28, 2024, the actual completion of the DED for Section A, being handled by Yooshin Engineering Company and Dasan Consultants, stands at 54.73 percent.&#13;
&#13;
DPWH-6 director Engr. Sanny Boy Oropel said Section A of the project spans 13.636 kilometers, while Section B, which connects Guimaras to Negros, extends 19.470 kilometers.&#13;
&#13;
Oropel noted that the procurement process for Section A is scheduled to start in the first quarter of 2025, with construction or civil works expected to begin in the second half of 2025.&#13;
&#13;
“The expected start of the project is in the second semester of 2025 for Section A, and it is projected to be completed by June 2028,” said Oropel.&#13;
&#13;
He added that by June 2028, both Ilonggos and Guimarasnons could start enjoying the benefits of the bridge, especially during the 2029 Manggahan Festival.&#13;
&#13;
For Section B, which involves the Guimaras-Negros Bridge, the DED is expected to be submitted by December 2025.&#13;
&#13;
However, actual construction for Section B may not begin until after 2028, with no specific timeline yet for procurement and civil works.&#13;
&#13;
The Panay-Guimaras-Negros Island Bridges project, a highly anticipated infrastructure development, has an estimated total investment of nearly P170 billion.&#13;
&#13;
The Panay-Guimaras section, or Section A, is projected to cost P57 billion, while the Guimaras-Negros section, or Section B, is estimated at P109.8 billion.&#13;
&#13;
This project is seen as a game-changer for inter-island connectivity, significantly improving regional transportation and the local economy.&#13;
&#13;
DPWH Secretary Manuel Bonoan previously approved the consultancy services contract for this flagship project. Yooshin Engineering Corporation, in partnership with Kyong-Ho Engineering and Architects Co., Ltd., Dohwa Engineering Co., Ltd., Soosung Engineering Co., Ltd., and Dasan Consultants Co., Ltd., is handling the DED.&#13;
&#13;
Earlier this year, consultants met with the Iloilo provincial government and presented the project timeline and description to Provincial Administrator Raul Banias, representing Gov. Arthur Defensor Jr.&#13;
&#13;
The project involves constructing 32.47 kilometers of sea-crossing bridges, connecting roads, and interchanges, linking Panay Island to Guimaras Island, and Guimaras Island to Negros Island.&#13;
&#13;
Section A, the Panay-Guimaras segment, will span 13.004 kilometers, while Section B, the Guimaras-Negros segment, will cover 19.47 kilometers.&#13;
&#13;
The design phase for the project runs from December 2023 to June 2026, with a total estimated project cost of P187.54 billion.&#13;
&#13;
Section A will connect Leganes, Panay, to Buenavista, Guimaras, while Section B will link San Lorenzo, Guimaras, to Pulupandan, Negros Occidental.&#13;
&#13;
Key features of Section A include:&#13;

* Approach Bridge 1 – 3.24 kilometers&#13;

ILOILO – The Defensor-Debuque tandem is set for the upcoming May 2025 national and local elections. Gov. Arthur Defensor Jr. formally announced on Monday, Sept. 30, that Anilao’s Mayor Nathalie Ann “Lee Ann” Debuque is his running mate for vice governor.&#13;
&#13;
Before making the announcement, Governor Defensor administered the oath of Debuque as a member of the Partido Federal ng Pilipinas (PFP), having recently left the Nacionalista Party.&#13;
&#13;
“She will be the administration’s candidate for vice governor of Iloilo under the party of President Ferdinand ‘Bongbong’ Marcos Jr.,” said Defensor.&#13;
&#13;
The governor expressed enthusiasm for Debuque joining his ticket, highlighting her alignment with his administration’s MoRProGRes Iloilo (Movement for a Robust, Progressive, Globally Competitive, and Resilient Province of Iloilo), which aims to drive the province’s development.&#13;
&#13;
Defensor also noted her fit with the Marcos administration’s “Bagong Pilipinas” initiative.&#13;
&#13;
“We chose Mayor Lee Ann because she is intelligent, dynamic, competitive, and hardworking. She is one of the mayors who frequently visit my office to follow up and work on matters. We appreciate her attitude, and her municipal government’s competitiveness,” Defensor explained when asked why he selected Debuque as his running mate.&#13;
&#13;
Defensor emphasized that Debuque shares the same competitive spirit as the provincial government and the people of Iloilo in striving for the highest levels of recognition and achievement.&#13;
&#13;
He credited her leadership for the significant improvements in Anilao during her term as mayor.&#13;
&#13;
In her acceptance speech, Debuque thanked Defensor for selecting her as his running mate.&#13;
&#13;
“I am deeply grateful to Governor Toto for choosing me and placing his trust in me as his candidate for vice governor of Iloilo. I have high regard for the Iloilo provincial government, his leadership, and its employees,” she said.&#13;
&#13;
Debuque also drew inspiration from Iloilo’s six-time Seal of Good Local Governance (SGLG) award, which motivated her to lead Anilao in earning five SGLG awards through transparent and honest governance.&#13;
&#13;
While acknowledging the challenge ahead, Debuque expressed confidence, bolstered by the support of 4th District’s Cong. Ferjenel Biron and her mother, Anilao vice mayor Matet Debuque. She believes her skills and abilities will enable her to serve effectively as vice governor.&#13;
&#13;
“I’m still young in politics, but I have proven my capacity to my constituents. You can count on me to fulfil my duties and bring pride to the people of Iloilo. Governor Defensor’s wisdom and experience, combined with my energy and dynamism, will create a strong partnership for a more progressive Iloilo. I will stand firm in this responsibility and will not let Governor Defensor or the province down,” Debuque added.&#13;
&#13;
Addressing the possibility of facing 5th District’s Cong. Raul Tupas in the race for vice governor, Debuque expressed respect for Tupas and acknowledged the longstanding friendship between their families. However, she hopes that if Tupas does decide to run, he will give her a chance to serve Iloilo. Should Tupas pursue his candidacy, Debuque stated she is prepared to compete.&#13;
&#13;
“I’m fully committed to this race, and with the trust of Governor Defensor and Congressman Biron, I will not let them down. I want to show the people of Iloilo that I will be an asset to the province,” she said.&#13;
&#13;
Congressman Biron, expressing support for Debuque, described her as a fresh breeze for the leadership of the Sangguniang Panlalawigan (SP).&#13;

“I am very confident, Governor Toto, that your vice governor candidate is not only smart and competent but, above all, dedicated,” Biron said.&#13;

Biron pledged full support from the 4th District for the Defensor-Debuque tandem, committing to their victory in the upcoming elections.&#13;
