ILOILO City – The Center for Heritage and Indigenous Cultures (CHIC) of the University of San Agustin-Iloilo recently concluded its three-day Pagtiriringub: National Conference on Indigenous Peoples’ Studies and Research (NCIPSR), held at the CPMT Building from October 16 to 18. The conference, themed “Empowering Indigenous Peoples through Research, Policies, and Cultural Recognition,” brought together over 300 scholars, experts, and Indigenous Peoples (IPs) representatives from across the Philippines.

The event aimed to foster empowerment for IP communities by promoting cultural recognition, bridging gaps in academic research, and addressing the inequalities faced by IPs.

In a press conference, John Paul J. Petrola, director of CHIC, emphasized the importance of collaboration between scholars, government, and IP youth, stating, “This is more than a research conference. It is a gathering of friends with shared values, dedicated to protecting the welfare and rights of Indigenous Peoples.”

Addressing a question about discrimination faced by IPs, Petrola noted, “Discrimination remains prevalent, especially in health, education, and economic opportunities. Through research, we are addressing these challenges by engaging directly with IP communities to understand their needs.”

Jeorge Largado, National Commission on Indigenous Peoples (NCIP) Commissioner for Visayas and other island regions, also highlighted ongoing efforts to support the Panay Bukidnon community after the passing of Gawad sa Manlilikha Awardee Federico Caballero.

“NCIP’s programs will continue, and we are exploring further initiatives to support the community,” Largado said.

Dr. Ronald Adamat, national focal person for IP and peace education, underscored the role of education in addressing the challenges faced by IP communities.

“Health and economic issues can be alleviated through education. If IP children receive proper education, they will have better job opportunities, which will uplift their communities. The University of San Agustin has been instrumental in providing scholarships and development programs for IPs,” said Adamat, a former Commission on Higher Education commissioner.

For his part, Dr. Jonel P. Saludes, Vice-President for Research and Global Relations of the University of San Agustin, expressed interest in expanding scholarship opportunities for IP students in collaboration with NCIP.

“If the right discussions take place, we can open more doors for IP students here at the university,” Saludes said.

Aside from plenary sessions featuring prominent speakers, the conference also featured discussions on cultural expressions and sensitivity, with Mary Angelica Z. Tahan, an Ati Youth leader from Guimaras, presenting on “Sugidanon,” and Councilor Datu Agong Aljun Cayawan of Sibagat, Agusan del Sur sharing insights on cultural sensitivity.

The event concluded with a celebration of IP culture, including a fellowship night where various IP communities showcased their traditions through cultural performances, emphasizing the rich heritage of IPs in the country.

Also present during the conference were Dr. Raymund D. Rovillos, president of Pangasinan Polytechnic College; Dr. Guiraldo C. Fernandez, Jr., Professor III at Visayas State University; Dr. Vilma B. Ramos, RN, head of the Regional Center for Indigenous Peoples Education; and Dr. Hazel M. Abejuela, vice president for Academic Affairs of Bukidnon State University./PN

<text>Use of mother tongue in classrooms seen to persist despite new law discontinuing it
By Ime Sornito -Wednesday, October 23, 2024

ILOILO City — Despite legislative changes, the practical use of the mother tongue in classrooms would persist due to its effectiveness in enhancing student comprehension, according to the Department of Education (DepEd) Region 6.

Dr. Elena Gonzaga, the chief education supervisor of the Curriculum and Learning Management Division at DepEd-6, pointed out that teachers still need to employ the mother tongue, especially when explaining complex Filipino or English terms to ensure learners fully grasp the concepts.

“The medium of instruction is crucial not only in early education but across all grade levels, including college, where the mother tongue serves as a conversational language,” Gonzaga explained.

As of this writing, DepEd-6 is awaiting the Implementing Rules and Regulations (IRR) from its Central Office before it can proceed with the cessation of the mother tongue as the medium of instruction from Kindergarten to Grade 3.

Gonzaga emphasized the necessity of these guidelines to officially halt the use of the mother tongue in educational settings.

Gonzaga issued the clarification in response to inquiries about the implications of the recently enacted Republic Act (RA) No. 12027. This Act, which lapsed into law on October 11, amends sections 4 and 5 of the Enhanced Basic Education Act of 2013 (RA No. 10533). The amendment discontinues the use of regional or native languages as the primary medium of instruction, which was previously mandated by the Mother Tongue-Based Multilingual Education (MTB-MLE) approach.

Under the new RA 12027, the medium of instruction will revert to Filipino and, until further legislation, English.

Regional languages will continue to serve as supplementary media for instruction.

The law also allows for optional implementation in monolingual classes where all learners speak the same mother tongue.

Additionally, the law mandates that DepEd must review the optional implementation of the MTB-MLE Program in monolingual classes three years post-effectivity and develop a mapping policy to assess and classify learners based on their native languages one year after the law takes effect.

This mapping will help systematically determine the existence of monolingual classes each school year.

RA 12027 will officially take effect 15 days after its publication in the Official Gazette. Meanwhile, DepEd-6 will await further instructions from their Central Office regarding the implementation of the new medium of instruction to replace the mother tongue./PN

<text>ILOILO City – Metro Pacific Iloilo Water (MPIW) has taken proactive steps to address the water supply shortage brought about by the on-going preventive maintenance services by one of its bulk water suppliers, deploying 30 water tankers, 180 stationary tanks in areas experiencing intermittent water supply to ensure that residents and businesses have access to water during this period.

MPIW also implemented revised water supply window schedule starting October 14 to ensure customers have available water on a certain hour of the day while the preventive maintenance is conducted.

Angelo David Berba, MPIW’s Chief Operating Officer, held a meeting on Wednesday with Acting Mayor Jeffrey Ganzon and several department heads at the City Hall.

During the meeting, MPIW presented its action plans currently being implemented to mitigate the impact of the maintenance activities on affected residents and ensure that water supply is provided to critical areas.

These initiatives aimed at reducing the inconvenience caused by the temporary water shortages and maintaining service reliability for the city’s population. MPIW’s water tankers with varying capacity from 7-18 tons conduct more than 100 trips per day to more than 150 water injection points located in strategic areas within the city.

Apart from the water delivery though water tankers and stationary tanks, Berba announced in a press briefing that water network adjustments were implemented to equitably distribute available water to all its customers on a certain period of the day.

The adjustments ensure that 40-50 million liters per day (MLD) water supply from one of its bulk water suppliers, Metro Iloilo Bulk Water (MIB) located in Sta. Barbara, will be redirected to affected areas during their water supply window schedule.

However, factors like aging pipes, illegal connections, household motor pumps, and high non-revenue water or water losses may cause slow water pressure to build up which can cause delays in water availability during the scheduled supply window.

“Our operations team pro-actively monitors water pressure and conducts emergency network calibration in areas with low pressure to no water and to ensure water availability for customers during their supply window,” read MPIW’s advisory.

In a separate interview, Vice Mayor Ganzon praised MPIW’s swift action in aiding barangays affected by the water shortage.

“Water is a basic need of our constituents. We met with the MPIW to discuss further on how we can activate additional mitigating measures to address this situation,” Ganzon said.

For his part, Berba emphasized the current water shortage is temporary since the normal water level is around 75 to 79 million liters per day.

“But because of FloWater’s one-week preventive maintenance, it would result in a 40 percent reduction of supply in Metro Pacific Iloilo Water,” said Berba.

Berba added the hardest-hit area due to the water supply issues is the City Proper district, primarily because it is a low-lying area and located at the end of MPIW’s water network system. He emphasized that MPIW has eight (8) on-going pipelaying projects in the city to date to address this issue and will be groundbreaking the desalination plant by end of the year which can provide additional 60-65 MLD water supply to Iloilo City.

Low-lying areas are more vulnerable to water pressure problems, making them more susceptible to experiencing reduced water supply or even no water at all during maintenance activities.

FloWater Resources Inc., one of MPIW’s bulk water suppliers, shut down its water treatment plant to conduct repair and maintenance activities from Oct. 14 to 21.

The preventive maintenance aims to ensure its maximum plant operations, hence improving efficiency of water supply delivery which in turn will help further improve our water service delivery to Ilonggo communities.

Flo Water assured Metro Pacific Iloilo Water that the water supply will resume as early as Saturday, October 19.</text>

<text>ILOILO – A 34-year-old Ilongga overseas Filipino worker (OFW) expressed relief that she made it home safe. The situation in Lebanon is worsening, she said.

“I will never forget the moment one Friday when missiles passed by our (residential) building, targeting a Hezbollah leader. We heard loud explosions,” said Donna Jean Gabasa-Berniz, a resident of Barangay Botlog, Concepcion, Iloilo.

Hezbollah is an Iran-backed terrorist organization based in Lebanon that the Israeli military has vowed to crush for supporting Hamas, a Gaza Strip-based terror group which has vowed to annihilate the Jewish state.

Gabasa-Berniz had been working as a domestic help for 10 years in Hadath, a municipality that borders the southern periphery of the Lebanese capital Beirut and is considered part of its metropolitan area. She returned to Iloilo on Tuesday, October 15.

Around 11:30 p.m. that Friday, according to Gabaza-Berniz., they were warned to evacuate “because our area was the next target.”

“We hurriedly left the building. The fear and anxiety were overwhelming. We were given just two hours to evacuate,” she said.

Less than two hours after they left their residential building, the bombing began, an emotional Gabasa-Berniz recounted during a media interview at the Iloilo Provincial Capitol on Wednesday morning, October 16, alongside her husband, Eladio Berniz.

Gabasa-Berniz is the first Ilongga OFW repatriated from Lebanon with the assistance of the Overseas Workers Welfare Administration (OWWA) and the Iloilo provincial government through the Public Employment Service Office (PESO) – Iloilo Province.

She said she decided to return home because Hadath had become unsafe due to Israeli military airstrikes targeting Hezbollah.

Gabasa-Berniz proceeded to the Philippine Embassy, where she was placed in a shelter.

She briefly returned to her employer’s house, only to find the area in ruins, with buildings destroyed by the bombing, including her employer’s home.

Despite the devastation, Gabasa-Berniz said her employer and their family were safe and had also sought refuge in a shelter.

Grateful for her early return to the Philippines, Gabasa-Berniz said, “I’m happy because the anxiety is gone. Every day, it was hard to work because of the constant fear.”

“I’m thankful to the government for bringing her home safely,” said her husband, Eladio.

What assistance will the provincial government provide?

According to PESO-Iloilo acting head Cynthia Parcon-Dario, Gabasa-Berniz is eligible to receive P10,000 in financial assistance for repatriated OFWs.

In addition, Gov. Arthur Defensor Jr. has ordered that all available assistance be extended to Gabasa-Berniz.

As of now, 85 Ilonggo OFWs in Lebanon have been profiled by PESO, with most of them marked safe. However, Dario noted that more Ilonggo OFWs are expected to be returning home in the coming days as the national government’s repatriation program continues.</text>

<text>ILOILO City – Ilonggos are mourning the death of violin virtuoso and musical crusader Gilopez Kabayao, who passed on Sunday, October 13, after a brief illness.

He was 94.

“After more than seven decades of sharing his music propelled by the generosity of spirit that he so selflessly gave to his audience from all walks of life, the curtain now closes on this artist with a mission,” his wife, Corazon, said in a social media post on Sunday.

Kabayao was born in 1929 in Negros Occidental, with roots from Iloilo.

He was the first Filipino to play at the prestigious Carnegie Hall in New York City at 19 years old.

He was dubbed “Father of Outreach for Classical Music,” bringing the music of the masters to the masses starting in the 1950s and holding classical concerts for the grassroots in even the most unconventional venues from Aparri to Jolo.

Through his transcriptions, 24 Philippine folk songs and kundiman (folk love songs) were transformed into virtuosic gems for violin and piano, enriching the violin literature of Filipino music.

He earned a Presidential Award of Merit in 1969 and a President Ramon Magsaysay Award in 1972.

“We deeply mourn the loss of Maestro Gilopez Kabayao, an exceptional Ilonggo violinist and a cultural icon whose legacy will always live on, not just in Iloilo City, but across the country,” Iloilo City Mayor Jerry Treñas said in a statement yesterday, October 14.

He added that Kabayao’s music connected people worldwide, fostering understanding between nations. At home, he had a profound impact, especially on young Filipino musicians who admired him as a role model.

The mayor said his “music wasn’t just art. It brought hope and unity to our people.”

“In Iloilo City, we are especially grateful for his contributions. His legacy will live on through the music he inspired in others,” Treñas added.

He was nominated to the Order of the National Artist in June this year.

Kabayao is survived by his wife, Corazon Pineda; children Sicilienne, Farida, and Gilberto; son-in-law Jose Roy Paniza; daughter-in-law Michelle Alhambra; and a grandchild.</text>

<text>ILOILO – All five suspected cases of mpox (monkeypox) from this province have tested negative following confirmatory tests conducted at the Research Institute for Tropical Medicine (RITM) in Metro Manila.

Dr. Rodney Labis, chief of the Iloilo Provincial Health Office (IPHO) – Health Service Delivery Division, confirmed this to the media: “As of today, there have been no reported cases of mpox in the province of Iloilo in 2024. There were patients who met the suspect case definition for mpox, and their specimens were sent for confirmatory testing, all of which yielded negative results.”

Despite the negative results, the IPHO continues to maintain vigilance.

The Provincial Epidemiology and Surveillance Unit (PESU), along with Municipal Health Offices (MHOs) and local hospitals, is actively conducting disease surveillance. This effort ensures that, in the event a case is detected, immediate response and containment can be implemented to prevent community transmission.

“Surveillance continues at our unit and local hospitals to monitor for mpox cases. Should a patient with mpox be detected in the province, we are ready to respond swiftly and control the spread within the community,” Labis added.

He further explained that the Department of Health (DOH) has classified mpox as a dangerous communicable disease. Under the Sanitation Code of the Philippines and DOH policies, patients who die from mpox must be buried within 12 hours without embalming or cremated. They must also be laid to rest in an approved burial ground.

Mpox is a viral disease caused by the monkeypox virus. Symptoms may include skin rashes or mucosal lesions lasting 2-4 weeks, often accompanied by fever, headache, muscle aches, back pain, fatigue, and swollen lymph nodes.

Transmission occurs through close contact, such as skin-to-skin interaction, sexual contact with an infected person, contact with contaminated materials (like bedding or clothing), or through bites or scratches from infected animals.

The virus can also be passed to a fetus during pregnancy or to a newborn during or after birth. Patients remain contagious until all lesions have healed and new skin has formed.

The DOH emphasizes the importance of preventing transmission through respiratory etiquette, proper ventilation, handwashing with soap and water or using alcohol-based sanitizers, and avoiding individuals showing symptoms of mpox.</text>

<text>ILOILO City – The Department of Transportation (DOTr) is accelerating its plans to privatize the operations and management of at least four major airports by 2025.

According to Transportation Undersecretary for Aviation Roberto C. O. Lim, the airports set for privatization include the Iloilo International Airport, Davao International Airport, Puerto Princesa International Airport, and the Kalibo International Airport.

The move aims to hand over the management of these airports to private entities by next year, 2025.

The agency noted that privatization is expected to improve the efficiency, services, and infrastructure at these airports, enhancing the overall travel experience.

The successful privatization of Ninoy Aquino International Airport (NAIA) has encouraged the DOTr to expedite the transfer of management and operations of four additional airports to the private sector by next year.

Following the NAIA model, the DOTr believes that private sector involvement can enhance the operational efficiency and service quality of these airports.

The privatization process is projected to address infrastructure gaps and improve services, making these airports more competitive and passenger-friendly, while contributing to overall economic growth through improved connectivity and tourism.

Mayor Jerry Treñas welcomed the DOTr’s pronouncement, noting that he has been lobbying to expedite the airport’s proposed expansion.

“This is truly a dream come true, something I have long advocated for, dating back to my time as congressman of the Lone District of Iloilo City and even until I became mayor,” Treñas said.

The mayor noted the privatization will address long-standing operational issues including non-functional air-conditioning systems and broken escalators, which caused discomfort to travelers.

The privatization

Treñas believes the privatization will help fast-track the improvements needed to enhance the airport’s capacity and services, which will be vital in supporting Iloilo’s growing economy and tourism sector.

“It will not only improve passenger experience but also expand the airport’s capacity to accommodate larger planes and more flights, ensuring Iloilo continues to grow as a prime destination for business and tourism. With multiple investors already expressing interest, I am confident that the partnership will usher in a new era of development for our region,” he added.

He added that the expansion and privatization efforts align with his vision of making Iloilo a key gateway in the Visayas region, boosting connectivity and attracting more investments.

The Civil Aviation Authority of the Philippines (CAAP) reported that negotiations for the proposed P14.7-billion rehabilitation and expansion of Iloilo International Airport were completed on September 3, 2024.

In his letter to Treñas, Capt. Manuel Antonio Tamayo, CAAP director general, said the unsolicited proposal for the rehabilitation, expansion, and maintenance of the Iloilo Airport is in the negotiation stage with Prime Asset Ventures Inc. (PAVI), the holding company of real estate magnate and former senator Manuel B. Villar, Jr.

Prime Asset offers to improve the management and operational capability of CAAP in managing the Iloilo Airport through an operate-add-transfer (OAT) contractual agreement.

The project includes expanding the airport’s passenger terminal building with necessary facilities as per International Civil Aviation to accommodate passengers, constructing an apron adjacent to the new terminal building, and renovating and maintaining the existing terminal building.

The project also intends to install the required equipment for the passenger services in the new terminal building and operation and maintenance of the passenger terminal buildings and equipment/facilities in the terminal building during the entire concession period.

The Villar group submitted an unsolicited proposal for the operation, maintenance, and expansion of the Iloilo airport as early as 2018. PAVI has an authorized capital of P10 billion, with Villar holding 99.99 percent of the company.</text>

<text>ILOILO – The Provincial Veterinary Office (PVO) is calling on the 43 local government units (LGUs) in this province to establish “impounding areas” for stray dogs.

Some “70 to 80 percent” of the province’s total dog population of 324,764, particularly at the barangay level, are stray or inadequately cared for by their owners, according to Dr. Darel Tabuada, the PVO chief.

But only about 25 percent of the LGUs have impounding areas, he lamented.

“Our anti-rabies vaccination rates are high but if we do not address the stray dog issue, we cannot solve the rabies problem,” Tabuada told Panay News.

Majority of the LGUs have not yet established such facilities often due to the need to allocate funds to make the areas functional, Tabuada explained.

LGUs including Santa Barbara, Leganes, Oton, and Igbaras were mentioned as having established impounding areas.

Tabuada emphasized that starting next year, the PVO will focus on ensuring that all LGUs establish impounding areas as a requirement to achieve a rabies-free Iloilo province by 2030.

“We will work out next year. That will be our focus,” he stressed.

The establishment of impounding areas by LGUs is also a criterion used by the PVO to award top-performing LGUs annually for their implementation of the rabies program.

Tabuada explained that the PVO is ready to extend technical assistance to LGUs that request help in establishing impounding areas for stray, unwanted, and unvaccinated dogs.

“We will assist them upon request. We train dog catchers and assist in euthanasia if the LGUs do not have a veterinarian,” added Tabuada.

Regarding the implementation of euthanasia, Tabuada noted that they follow the guidelines set in Section 6 of Republic Act 8485, also known as The Animal Welfare Act of 1998. This section states that it is unlawful for any person to torture any animal, to neglect to provide adequate care, sustenance, or shelter, or maltreat any animal or to subject any dog or horse to fights, kill or cause to be tortured or deprived of adequate care, or use them in unauthorized research or experiments.

The killing of any animal other than cattle pigs, goats, sheep, poultry, rabbits, carabaos, horses, deer and crocodiles is likewise hereby declared unlawful except in the following instances:

* When it is done as part of the religious rituals of an established religion or sect or a ritual required by tribal or ethnic custom of indigenous cultural communities; however, leaders shall keep records in cooperation with the Committee on Animal Welfare;

* When the pet animal is afflicted with an incurable communicable disease as determined and certified by a duly licensed veterinarian;

* When the killing is deemed necessary to put an end to the misery suffered by the animal as determined and certified by a duly licensed veterinarian;

* When it is done to prevent an imminent danger to the life or limb of a human being;

* When done for the purpose of animal population control;

* When the animal is killed after it has been used in authorized research or experiments; and

* Any other ground analogous to the foregoing as determined and certified licensed veterinarian.

In all the above mentioned cases, including those of cattle, pigs, goats, sheep, poultry, rabbits, carabaos, horses, deer and crocodiles the killing of the animals shall be done through humane procedures at all times.

In addition to establishing impounding areas for stray dogs, the Iloilo provincial government under Gov. Arthur Defensor Jr. continues to intensify its efforts to curb rabies through a comprehensive dog vaccination program.

Since taking office in 2019, the Defensor administration annually allocates P8 million to purchase 20,150 vials of vaccines, targeting at least 70 percent of the province’s total dog population.

As of August 31, 2024, approximately 279,989 dogs, or 86.21 percent of the dog population in the province, have been vaccinated this year.

The PVO is also actively conducting spaying and neutering activities across LGUs, aiming to promote responsible pet ownership and address the challenge of pet overpopulation in the community.

To date, the PVO has successfully spayed 273 dogs and castrated 648 dogs.

Furthermore, from October 1 to 7, the province celebrated Animal Welfare Week, as designated by Presidential Proclamation No. 715 dated October 11, 2014. This annual observance is aimed at fostering a culture of kindness and responsibility towards animals among Filipinos, particularly the youth.

The proclamation underscores the importance of kindness, justice, and protection for all living creatures as key factors in maintaining and restoring the country’s ecological balance.</text>

“Wala po tayong na-record na insidente na related sa filing ng certificates of candidacy,” Wanky said, emphasizing the successful coordination among various stakeholders.

The peaceful conduct of the COC filing for the 2025 midterm elections was attributed to the close collaboration between the Commission on Elections (Comelec), the Philippine National Police (PNP), and other concerned agencies.

“We are grateful to our unit commanders, the provincial and city directors, the chiefs of police, and all our personnel for their commitment and dedication during this eight-day deployment,” he added.

Wanky also noted the adherence of all aspirants and their supporters to the Comelec’s rules and regulations as one factor in the success of the COC filing.

To recall, PRO-6 deployed approximately 3,200 police personnel across the region to ensure a smooth COC filing process.

Around 265 cops were detailed in the venues and the rest of the 3,000 police force were deployed to help in traffic management and providing security on the street</text>
