ILOILO – Today, November 8, marks the 11th anniversary of the catastrophic Super Typhoon Yolanda which hit the Visayas, including this province, causing widespread destruction to livelihoods, homes, and lives.&#13;
&#13;
The calamity prompted a reassessment at every level of local governance, pushing disaster preparedness to the forefront.&#13;
&#13;
One of the most critical lessons learned from Yolanda was the province’s lack of preparedness, said Provincial Administrator Raul Banias.&#13;
&#13;
“We were unprepared,” he said candidly.&#13;
&#13;
During the aftermath of the November 8, 2013 super typhoon, attempts to provide relief were hindered by fallen trees and electric posts that blocked access to affected areas, said Banias.&#13;
&#13;
“We had no equipment to clear these obstacles, not even chainsaws,” he recalled.&#13;
&#13;
Following Yolanda, the provincial government then under Gov. Arthur Defensor Sr. made disaster preparedness a top priority.&#13;
&#13;
This included investing in essential equipment, assets, and manpower for effective disaster response, said Banias.&#13;
&#13;
Now, this is being continued by Defensor’s son, current governor Arthur Defensor Jr.&#13;
&#13;
“All municipalities are now equipped with disaster response tools,” Banias said, adding that disaster preparedness has been integrated into policies at all levels, from barangays and municipalities to schools.&#13;
&#13;
Disaster preparedness has also become a criterion for the Department of Interior and Local Government’s Seal of Good Local Governance – an award and recognition program that honors local government units (LGUs) for their performance in various governance areas. It aims to encourage local governments to improve their performance and deliver better public services.&#13;
&#13;
Banias said the Iloilo provincial government has also established the Governor’s Board Room as a fully functional Command Center, managed by the Provincial Disaster Risk Reduction and Management Office (PDRRMO).&#13;
&#13;
The center monitors real-time weather data and coordinates the deployment of resources such as rescue boats, trucks, and relief goods.&#13;
&#13;
In addition to local measures, coordination with national agencies like the Philippine National Police, Philippine Army, Philippine Navy, and Philippine Coast Guard ensures quick response if additional personnel are needed.&#13;
&#13;
Ongoing training for responders across Iloilo’s municipalities further strengthens readiness, added Banias.&#13;
&#13;
All 42 municipalities in Iloilo Province, plus the component city of Passiy, now have evacuation centers, supplemented by facilities established by the Office of Civil Defense (OCD) and Department of Social Welfare and Development (DSWD).&#13;
&#13;
Housing assistance has also been extended, with the National Housing Authority (NHA) providing numerous housing units for northern Iloilo residents and relocating those in flood- and landslide-prone areas.&#13;
&#13;
For his part, Mayor Jett Rojas of Ajuy said Yolanda underscored the vulnerability of light-material homes and essential fishing resources in his municipality.&#13;
&#13;
This realization led Ajuy’s local government to bolster its disaster response capabilities, including rubber boats and a well-trained Disaster Risk Reduction and Management team, he said.&#13;
&#13;
“Whenever there’s a forecasted typhoon, we activate our Operation Center and inform residents, especially those in coastal areas,” Rojas said.&#13;
&#13;
He also noted that warning signs are now in place in flood-prone and landslide-risk areas, and housing units are available for coastal residents relocated by the NHA, DSWD, and other agencies.&#13;
&#13;
Despite these advances, however, Banias acknowledged that, while Iloilo is now better prepared, the impact of climate change poses a significant ongoing threat, as seen in recent extreme weather events worldwide.&#13;
&#13;
Eleven years after Yolanda, according to a Harvard Humanitarian Initiative (HHI) survey, Filipinos’ self-reported disaster preparedness level has increased by 42% on average over the past seven years.&#13;
&#13;
The survey on disaster preparedness and climate change perceptions in the Philippines.&#13;
&#13;
Nationwide data collected from 4,608 Filipinos across all regions from February to March 2024 show an average score of 19.2 out of 50 across five objective measures of disaster preparedness: planning, training, material investment, information, and social support. Each criterion received a score from 0 to 10.&#13;
&#13;
This is a significant improvement from an average score of 13.5 out of 50 in a pioneering study conducted by HHI in 2017 using the same methodology and instrument; however, it is not enough for a country with the highest disaster risk in the world.&#13;
&#13;
On this 11th anniversary of one of the most destructive typhoons in history, the Harvard survey shows how much progress has been made to prepare for such events, and how much more is left to do.&#13;
&#13;
“A score of 19.2 highlights both progress and areas needing urgent attention. While it shows an improvement in disaster preparedness, the score suggests that Filipinos are only doing 38.4% of the kinds of disaster preparedness activities needed to be prepared,” said Dr. Vincenzo Bollettino, director of the HHI Resilient Communities program and co-lead for this study.&#13;
&#13;
Dr. Bollettino added, “For a country as vulnerable to disasters as the Philippines, this is not enough, so we must accelerate our efforts to ensure Filipinos are investing, planning, training, and building closer ties to their communities.”/PN&#13;

The event marked the launch of three key initiatives—Tanum Iloilo for MoRProGRes, Balik Alat 2.0, and Project Liso—designed to bolster Iloilo’s environmental programs. These initiatives, grounded in community involvement and a multisectoral approach, aim to expand forest cover, reduce single-use plastics, and promote sustainable food production across the province.&#13;
&#13;
“We want Iloilo to be a forest province, not only by declaration but through concrete results and measurable progress with the help of our partners and stakeholders,” Defensor said.&#13;
&#13;
With Iloilo’s current forest cover at 12 percent, according to the Provincial Government Environment and Natural Resources Office (PGENRO), Defensor emphasized forest restoration as vital to enhancing land, air, and water quality, supporting biodiversity, and fostering sustainable agriculture and tourism.&#13;
&#13;
Tanum Iloilo for MoRProGRes is a comprehensive tree-growing and forest development strategy focused on reforesting lands and watersheds, establishing social forest projects for food security and eco-tourism, and engaging public and private stakeholders to plant trees at schools, offices, and public spaces.&#13;
&#13;
Since its inception in 2020, the province has planted over 8.3 million seedlings as of October 2024, with a 44.42 percent survival rate. The province has also consistently met its annual target of 1.5 million planted seedlings, laying a strong foundation for Iloilo’s path to becoming a resilient “Forest Province.”&#13;
&#13;
A new MoRProGRes Forest Map will track reforestation progress and monitor the recovery of primary and secondary forest areas.&#13;
&#13;
The Balik Alat 2.0 program aims to eliminate single-use plastic bags by encouraging the use of traditional, eco-friendly handwoven baskets. Project Liso (Locally Intensified Seeds/Seedlings Collection One4TanumIloilo) focuses on promoting behavioral change by encouraging the collection and planting of native and endemic tree species to restore Iloilo’s natural flora.&#13;

Representatives from the Department of Education (DepEd), Department of Environment and Natural Resources (DENR), Department of the Interior and Local Government (DILG), municipal governments, and various environmental groups attended the kickoff ceremony.</text>

              <text>CineEnkanto returns to Iloilo, celebrating Ilonggo cinema with a fresh slate of short films that delve into folklore, horror, and supernatural themes.&#13;

The event, organized by Apassa Projects in partnership with UP Visayas’ Office of Initiatives in Culture and the Arts and the Center for West Visayan Studies, will run on Nov. 8 and 9 at the UPV Cinematheque in Iloilo City.&#13;
&#13;
Eight films by Ilonggo filmmakers will feature unique narratives exploring themes of possession, ritual, and dark magic, bringing eerie and thrilling experiences to the screen. Tickets are priced at PHP 120, available at Thrive Art Gallery in Atria, Iloilo City.&#13;
&#13;
CineEnkanto aims to showcase the rich and often underrepresented world of Ilonggo horror and fantasy. “It’s a way to celebrate our own stories, traditions, and imaginations,” said Raymund Salao, director of Animo and Ang Tinuga sa Espejo. “Our culture is rich with mythical stories that are meant to intrigue and entertain audiences.”&#13;
&#13;
Salao’s Animo follows a boy who gains supernatural powers from a warrior’s spirit, only to face the ironic struggle of sacrificing his own free will. Another work by Salao, Ang Tinuga sa Espejo, centers on a man plagued by an inner entity, blurring the lines between self and supernatural.&#13;
&#13;
&#13;
Other films on the lineup include Hila(U)was by Dennis Hubag, which explores themes of regret and violence through a mother-son relationship that takes a horrific turn. Jayson Amiel Cineta’s Amiel: Modern Surwano introduces viewers to a ritualistic murder investigation, putting a twist on the traditional detective story.&#13;
&#13;
“Ilongo folklore and legends are full of twists and moral undertones,” noted Vincent Montaño, director of Taglugar, which tells the story of a young woman who turns to a healer to escape a malevolent entity. “Films like these bring folklore to life, especially for younger generations who may not know these stories.”&#13;
&#13;
Attendees can expect to see a range of storytelling styles and themes that reflect the region’s diverse culture and mystical heritage.&#13;

Pablo wakes up one day with a dizzy blur on his mind, he feels as if he could not remember some things in his mind. He spends the day with voices in his head and a feeling of nausea. He later realizes that he feels an entity inside of him trying to break free. He visits a mysterious psychic and reveals to him that he is indeed haunted by an entity inside him, and he must unlock his mind to understand his fate.&#13;

ILOILO City – The City Council has unanimously approved on first reading a proposed measure to establish “mental awareness desks” in all barangays across the metropolis.&#13;
&#13;
This initiative is designed to promote mental health awareness and ensure accessible support and resources for residents. &#13;
&#13;
Several groups of psychiatrists have expressed support to the proposed measure; they pledged to assist and offer their expertise to help implement the initiative effectively. &#13;
&#13;
The primary goal of the Mental Awareness Desk is to gather crucial data to help the city government develop appropriate solutions for mental health issues. &#13;
&#13;
By collecting information on the mental health needs of residents, the desk will serve as a valuable tool in identifying trends and specific challenges within each barangay. &#13;
&#13;
“By equipping the barangay health workers with the know-how, they can easily provide appropriate solutions on the recurring problems on mental health,” said Councilor Rudolph Jeffrey Ganzon, the measure’s proponent.&#13;
&#13;
The help desks will not only provide immediate assistance such as counseling and referrals at the community level to those in need but also support long-term efforts to address mental health issues more effectively across the city.&#13;
&#13;
The initial plan is to establish Mental Awareness Desks in each of the seven districts of Iloilo City before expanding the initiative to all barangays. &#13;
&#13;
This phased approach will allow the city government to assess the effectiveness of the program on a smaller scale, making necessary adjustments before rolling it out citywide.&#13;

ILOILO – The newly completed P96.4-million flood control project in Alimodian is a critical investment in the town’s agricultural resilience and economic stability.&#13;

The Department of Public Works and Highways (DPWH) recently announced the completion of a 665-lineal meter revetment wall in Barangay Bagumbayan, constructed to protect local livelihoods and facilitate the uninterrupted flow of goods and services, particularly during harsh weather.&#13;
&#13;
DPWH Region 6 director Sanny Boy Oropel said the structure is designed not only to prevent flooding but to safeguard the nearby Aganan Bridge, a vital transportation link for local farmers and residents.&#13;
&#13;
This protection allows for the consistent movement of agricultural products, helping to stabilize the community’s economy even when river conditions are unpredictable, he explained.&#13;
&#13;
Beyond immediate flood control, the project aims to curb sedimentation and pollution in the Jaro-Aganan River, mitigating river bank erosion and preserving the environmental integrity essential to farming and animal-raising activities.&#13;
&#13;
With the added security against flood-related disruptions, Alimodian’s agricultural sector, a cornerstone of the local economy, stands to benefit greatly, encouraging further investment in rural development and sustainability.&#13;

ILOILO City – In just four years, Western Visayas’ farm schools have sparked an agricultural renaissance among local students, turning classrooms into green hubs for sustainable food production and economic resilience.&#13;
&#13;
With nearly 8,000 junior high school students now embracing farming education, the region is cultivating a generation geared towards self-sufficiency and entrepreneurship.&#13;
&#13;
Under the initiative led by the Department of Education (DepEd), 31 farm schools across Western Visayas now offer courses that go beyond traditional agriculture, introducing students to fisheries, livestock, and entrepreneurial skills.&#13;
&#13;
Dr. Elena Gonzaga, curriculum and learning management division chief, highlighted the program’s emphasis on hands-on learning tailored to the region’s unique environment, stating, DepEd is building knowledge that meets local needs, preparing students not just for jobs, but for ownership in food production.&#13;
&#13;
The initiative has attracted attention nationwide, with other regions eager to replicate Western Visayas’ success. Regional Director Ramir Uytico is pushing for further support to scale these efforts, noting the program’s potential to alleviate local poverty and hunger through a new generation of skilled young farmers.&#13;
&#13;
Initial funding of P106 million has bolstered the schools, and Uytico aims to secure continued backing from DepEd’s central office.&#13;
&#13;
Schools are already branching into unique projects to create localized agricultural solutions. The Jayobo Farm School in Lambunao, Iloilo, has integrated native pig farming and plans to launch a community talipapa where students can sell their produce, generating income for the program and financial rewards for learners.&#13;
&#13;
“If we want to eradicate poverty and hunger, support our farm schools,” Uytico said.&#13;
&#13;
Iloilo City’s farm school, supported by the local government, plans to incorporate hydroponic farming alongside mushroom culture, adding a sustainable urban agriculture element to its curriculum.&#13;
&#13;
By expanding into commercial partnerships, the farm schools hope to attract support from local hotels and restaurants, building a market for student-grown products and further enhancing the viability of these educational programs.&#13;

&lt;p&gt;“We recommended some books that we got from Project Gutenberg since not many people are aware that these books can be downloaded for free, like the works of Edgar Allan Poe and popular authors whose works have inspired a lot of movies, a lot of other stories,” Provincial Librarian Allana Delgado said in an interview on Thursday.&lt;/p&gt;
&lt;p&gt;She explained that the copyright of books in the free public domain has already expired, so they can be downloaded for free.&lt;/p&gt;
&lt;p&gt;Those who are interested can download the FREE eBook Reader app: ReadEra from Google Play or the Apple Store: https://apps.apple.com/us/app/id1669188337 or download through Project Gutenberg: https://gutenberg.org/ebooks/70652.&lt;/p&gt;
&lt;p&gt;“As a reader, I was also excited to share. During this time, a lot of people probably are watching horror movies, so they might be interested in looking for something to read. So, I thought it was the perfect time to share it, especially since there are a lot of very good classic books that are available now online,” Delgado said.&lt;/p&gt;
&lt;p&gt;The Iloilo Provincial Library and Archives Facebook page identified among others "At the Mountains of Madness" by HP Lovecraft, a novella blending science fiction and horror, written in the early 20th century; “The Picture of Dorian Gray" by Oscar Wilde, a novel written during the late 19th century; "The Works of Edgar Allan Poe, The Raven Edition" by Edgar Allan Poe, a comprehensive collection of his literary output, likely compiled in the late 19th century; "Frankenstein" by Mary Shelley, first published in 1818; "Wuthering Heights," a famous novel by Emily Brontë, published in 1847; and “Dracula (1897), a gothic horror novel by Bram Stoker.&lt;/p&gt;
&lt;p&gt;“Some of these are fantasy, some are horror classics that have influenced a lot of books and other stories. But I have also included Wuthering Heights, a romance novel with elements of a ghost story because there is a ghost in the story,” she said.&lt;/p&gt;
&lt;p&gt;Project Gutenberg is one of the oldest online libraries, hosting free books.&lt;/p&gt;
&lt;p&gt;It is working on digitizing books in the public domain for download, she added.&lt;/p&gt;

ILOILO – The Province of Iloilo has been recognized as the second Most Business-Friendly Province in the country at the 2024 Most Business-Friendly Local Government Unit (LGU) Awards, hosted by the Philippine Chamber of Commerce and Industry (PCCI).&#13;

The award was presented to the Iloilo provincial government for its entry titled “Agriculture is Business” which emphasizes the province’s commitment to agricultural development.&#13;

Gov. Arthur Defensor Jr. accepted the award during the 50th Philippine Business Conference and Expo (PBC&amp;E) and the 2024 Most Business-Friendly Awards ceremony, held at the Marriott Grand Ballroom in Pasay City on October 22.&#13;

Joining Governor Defensor in accepting the award were Provincial Administrator Raul Banias, Local Economic Development and Investment Promotions Center (LEDIP) chief Aulynn Yue Sin, Provincial Treasurer Jean Maire Umadhay, Provincial Agriculturist Ildefonso Toledo, and Public Employment Service Office officer-in-charge Cynthia Parcon.&#13;
PCCI executives, including Regional Governor Jobert Peñaflorida and Engr. Fulbert Woo, president of the PCCI-Iloilo Chapter, were also present.&#13;

Additionally, the province received a special citation, a first for Iloilo, for its active support of infrastructure programs that foster sustainable urban development and the creation of new growth centers. This achievement was realized through the strengthening of public-private sector partnerships (PPPs) and a commitment to fast-tracking progress.&#13;

Iloilo was among the Top 5 provinces in the final judging of the 2024 Most Business-Friendly LGU Awards, an acknowledgement of the provincial government’s aggressive support for economic growth and development.&#13;

The finalists were judged based on significant initiatives under four criteria:&#13;

ILOILO – Dengue case numbers have not yet dropped to a level where Ilonggos can already relax, according to the Iloilo Provincial Health Office (IPHO).&#13;
&#13;
Thus, with only 10 weeks remaining in 2024, the IPHO has reminded residents to maintain rigorous efforts in searching for and eliminating mosquito breeding sites to further reduce dengue cases across the province.&#13;
&#13;
From January 1 to October 19, 2024, Iloilo Province recorded 10,530 dengue cases with 29 fatalities, marking a 624% increase compared to the same period last year, which saw 1,454 cases and two deaths.&#13;
&#13;
Dengue is a viral disease transmitted by Aedes mosquitoes, particularly Aedes aegypti and Aedes albopictus. Symptoms typically include high fever, severe headache, pain behind the eyes, joint and muscle pain, rash, and mild bleeding. In severe cases, dengue can progress to dengue hemorrhagic fever, which can lead to blood plasma leakage, organ impairment, and even death.&#13;
&#13;
IPHO head Dr. Maria Socorro Colmenares-Quiñon emphasized the ongoing severity of the situation, saying, “We are still under a state of calamity, and case numbers have not yet dropped to a level where we can relax.”&#13;
&#13;
The trend shows a gradual decrease in cases following the peak from August 4-10, when the province reported 1,122 cases. Weekly cases have since declined from August 11 to October 19 as follows:&#13;
&#13;
* August 11-17 – 1,052 cases&#13;
&#13;
* August 18-24 – 752 cases&#13;
&#13;
* August 25-31 – 693 cases&#13;
&#13;
* September 1-7 – 529 cases&#13;
&#13;
* September 8-14 – 334 cases&#13;
&#13;
* September 15-21 – 117 cases&#13;
&#13;
* September 22-28 – 241 cases&#13;
&#13;
* September 29-October 5 – 96 cases&#13;
&#13;
* October 6-12 – 162 cases&#13;
&#13;
* October 13-19 – 59 cases&#13;
&#13;
Quiñon noted that “the most effective and cost-free method to curb dengue is simply inspecting homes and eliminating breeding sites.”&#13;
&#13;
This year, Passi City, Oton, Calinog, and Leon are among the municipalities with the highest number of cases, as detailed below:&#13;
&#13;
* Passi City – 657 cases, 2 deaths&#13;
&#13;
* Oton – 626 cases&#13;
&#13;
* Calinog – 459 cases, 1 death&#13;
&#13;
* Leon – 452 cases&#13;
&#13;
* Lambunao – 437 cases, 1 death&#13;

* Dingle – 436 cases, 1 death&#13;

* Janiuay – 421 cases&#13;
&#13;
* Barotac Nuevo – 383 cases, 4 deaths&#13;

ILOILO City – International flights have resumed at the Iloilo Airport in Cabatuan, Iloilo with the inaugural flight to Hong Kong departing at 11 p.m. on Sunday, October 27. The flight, carrying approximately 100 passengers, marks the relaunch of the Iloilo-to-Hong Kong route.&#13;
&#13;
The maiden flight was preceded by an 8 p.m. launch event hosted by Cebu Pacific Air, carrier of the inaugural Flight 5J 242, said the Civil Aviation Authority of the Philippines (CAAP) – Iloilo terminal supervisor, Arthur Parreño.&#13;
&#13;
A ceremonial water cannon salute was also given to Flight 5J 242.&#13;
&#13;
The flight schedule for the Iloilo-Hong Kong route includes departures every Tuesday, Thursday, Saturday, and Sunday, with return flights from Hong Kong scheduled for every Wednesday, Friday, and Monday.&#13;
&#13;
The Iloilo Airport used to host regular flights to and from Hong Kong and Singapore but these were all cancelled when the COVID-19 pandemic struck in 2020.&#13;

According to Parreño, the Iloilo Airport is well-equipped to handle the increased passenger traffic, noting among others that the airport’s air-conditioning units have been repaired and additional chairs have been installed.&#13;
&#13;
Manuela Luisa Palma, manager of the Iloilo Airport, confirmed that the airport has been ready to manage international flights since last year, specifically highlighting the preparedness of the pre-departure area in the main passenger terminal building.&#13;
&#13;
Palma mentioned that Gate 3 of the terminal, designated for international flights, can accommodate 150 international passengers and has the capability to expand capacity by adding more chairs if needed.&#13;
&#13;
Palma also expressed confidence that the resumption of international flights would boost the economy of Iloilo City and the province, making it more accessible and affordable for travelers through direct flights.&#13;
&#13;
The Iloilo Airport is situated on 188 hectares of land covering barangays Tabucan, Tiring, Gaub, Duyan-Duyan, and Manguna in Cabatuan, Iloilo.&#13;
&#13;
The airport complex consists of a single runway, various administrative and maintenance buildings, waste-sorting and water-treatment facilities, a power-generating station, a cargo terminal, and a main passenger terminal.&#13;
&#13;
Citing their economic importance, Iloilo City’s Mayor Jerry Treñas has been pushing for the resumption of international flights to Singapore and Hong Kong from the Iloilo Airport.&#13;
&#13;
Treñas pointed out the large number of overseas Filipino workers (OFWs) from Iloilo who are hoping for the reinstatement of flights to Hong Kong and Singapore.&#13;
&#13;
During the international flights launch event on Sunday, Carmina Reyes Romero, director for Corporate Communications at Cebu Pacific, also announced the upcoming resumption of the Iloilo to Singapore route starting in November.&#13;

Also present at the launch event were Regional Director Crisanta Marlene Rodriguez of the Department of Tourism (DOT); Iloilo City’s Acting Mayor Jeffrey Ganzon; Fulbert Woo, president of the Philippine Chamber of Commerce and Industry (PCCI) – Iloilo Chapter, Inc.; and other officials from Cebu Pacific Air and CAAP-Iloilo.&#13;

Currently, the Iloilo Airport handles an average of 30 to 32 domestic flights daily to various destinations including Cagayan de Oro, Cebu, Clark, Davao, General Santos, Manila, and Puerto Princesa, with three airline companies operating, namely Cebu </text>
