<text>The annual lifetime incentive for residents aged 101 and above is among the key provisions of amendments to the city’s Ilonggo Centenarian Ordinance introduced through Regulation Ordinance No. 2026.

The amended ordinance expands the city’s milestone assistance program, which grants P10,000 to residents upon reaching 80 years old, P20,000 at age 90 and P50,000 upon reaching 100.

Beginning at age 101, qualified senior citizens will receive another P10,000 every year for as long as they are alive, subject to verification and certification by the Office for Senior Citizens Affairs (OSCA).

The measure seeks to strengthen Iloilo City’s recognition and support for its elderly residents by providing financial assistance as they reach significant age milestones.

To qualify for the annual grant for those aged 101 and above, beneficiaries must be bona fide residents of Iloilo City, alive at the time the assistance is released, and verified and certified by OSCA.

Meanwhile, senior citizens entitled to the P10,000 benefit at age 80 and the P20,000 incentive at age 90 must claim the assistance within one year from their birthday. Failure to do so will result in forfeiture of the benefit.

The amended program will be implemented prospectively, meaning senior citizens cannot seek retroactive payment of benefits that they may have qualified for before the amendments took effect.

The city government will earmark P4 million annually to fund the expanded benefits.

Of the amount, P3 million will be allocated for milestone incentives for residents reaching 80, 90 and 100 years old, while P1 million will finance the annual P10,000 grants for senior citizens aged 101 and above.

The OSCA and the City Social Welfare and Development Office will oversee the program’s implementation, including the preparation of guidelines and documentary requirements and the identification and verification of qualified beneficiaries.

Regulation Ordinance No. 2026 was authored by Councilor Rudolph Jeffrey O. Ganzon.</text>

<text>The proposed P7,860,387,336 budget represents an increase of approximately P980 million from the province’s P6.88-billion budget for 2026, reflecting an expansion in government spending supported by rising National Tax Allotment (NTA) revenues.

Gov. Arthur Defensor Jr. submitted the proposed budget to the 15th Sangguniang Panlalawigan (SP) on September 30, seeking legislative approval for the province’s financial program for the coming fiscal year.

Of the total proposed allocation, P6,101,660,416 will go to the General Fund, while P1,758,726,920 has been earmarked for Local Economic Enterprises (LEE), which include the province’s district hospitals.

The General Fund allocation is approximately P571 million higher than the P5.53 billion approved for 2026, while funding for local economic enterprises will increase by about P409 million from P1.35 billion.

Defensor said the Provincial Engineering Office will receive the largest share of departmental funding because of its responsibility for implementing infrastructure projects, including the construction and improvement of roads, schools and other public facilities.

The governor also emphasized that the proposed spending program contains no confidential funds, although approximately P20 million has been allocated for peace and order initiatives, including assistance to the Philippine National Police (PNP).

“Confidential fund? No, but we have a peace and order fund nga pareho man ina sia galing ang peace and order fund, indi sia confidential fund. Ginabulig na naton sa Philippine National Police,” Defensor said.

The governor’s clarification distinguishes the province’s regular peace and order allocation from confidential funds, which are subject to different government accounting and auditing requirements.

Meanwhile, the SP Committee on Appropriations, chaired by Provincial Board member Dominic Paul Oso, has begun deliberations on the proposed budget.

The committee hearings will examine the provincial government’s spending priorities, proposed appropriations and other financial requirements before the budget is submitted for legislative approval.

Under the proposed General Fund, P1,314,178,433 has been allocated for Personnel Services, P2,292,176,853 for Maintenance and Other Operating Expenses, and P160,820,000 for Capital Outlay.

The proposed special-purpose appropriations include P1,165,850,000 for the 20-percent NTA Development Fund, which supports development projects, and P305,083,021 for the five-percent Provincial Disaster Risk Reduction and Management Fund (PDRRMF).

Other allocations include P4 million in aid to barangays, P33,354,189 in assistance to the Commission on Elections (Comelec), P33,354,189 for terminal leave payments, and P824,476,920 in advances to local economic enterprises for 2027.

The substantial development fund allocation underscores the provincial government’s emphasis on infrastructure and other capital-intensive programs, while the disaster management allocation provides resources for preparedness, response and other disaster-related activities.

Defensor attributed the continued expansion of the provincial budget to the annual increase in Iloilo’s share of the NTA, which provides local governments with a major source of revenue to finance their programs and operations.

The proposed 2027 budget is significantly higher than the approved 2026 spending program of approximately P6.88 billion, consisting of P5,530,518,632 for the General Fund and P1,349,611,359 for local economic enterprises.

With deliberations underway, the provincial board will scrutinize the proposed appropriations to determine whether the spending priorities adequately address Iloilo’s infrastructure, healthcare, disaster preparedness and other public service requirements./PN</text>

<text>The Iloilo Provincial Agriculture Office (PAO) reported that agricultural damage had reached P124,257,014.90 as of October 7, with 5,956 farmers suffering losses from insufficient rainfall that has damaged rice plantations and high-value crops.

The affected municipalities are Lambunao, San Enrique, Dueñas, Banate, Janiuay, Bingawan and Lemery.

Dueñas, among the hardest-hit municipalities, has already declared a state of calamity as prolonged dry conditions continue to threaten agricultural production and farmers’ livelihoods.

PAO acting head Geron Magbanua earlier disclosed that Dueñas had experienced nearly three months of insufficient rainfall, leaving rice plantations severely stressed and crops withering because of inadequate water.

“Nagkalalaya ang ila mga tanum nga mga palay,” Magbanua said, describing the deterioration of rice crops in the municipality.

The mounting agricultural losses have prompted Gov. Arthur Defensor Jr. to order the Provincial Disaster Risk Reduction and Management Office (PDRRMO) and other concerned departments to formulate a comprehensive response plan against the anticipated effects of El Niño.

The weather phenomenon, which provincial officials expect to begin making its effects felt this October and potentially persist until the first quarter of 2027, could further aggravate water shortages and agricultural damage.

“Isa-isahon ta ang interventions. Nahimu ta na dya before (referring to the past El Niño). Indi ni sia maglayo diri sang El Niño kag ang drought nga ini,” Defensor said.

The governor emphasized that the provincial government’s immediate concern is ensuring sufficient water for both household consumption and agricultural production, particularly in communities vulnerable to prolonged dry conditions.

As part of its preparations, the provincial government is considering allocating funds for fuel to support fire trucks and other government vehicles that may be deployed to transport water to communities experiencing shortages.

“Ang practical situation sina dira nga may mga banwa kita nga nagasag-ob. Isa sa halimbawa kag sigurado nga preparahan naton kag makabulig kita sa fuel sang truck sang BFP (Bureau of Fire Protection) kag iban pa nga nagabulig hakot sang tubig. Mabulig kita hatag sang kapasidad nga magtasok ukon motor kay sang nagligad ang ginakuhaan naton is ang deep wells,” Defensor added.

The governor said the province could also provide pumping equipment and other logistical assistance to help municipalities draw water from deep wells and alternative sources.

Beyond agriculture and water supply, the provincial government is preparing measures to protect residents from the health risks associated with extreme heat.

Defensor reiterated the importance of executive orders issued during previous dry spells, including restrictions on outdoor activities during the hottest hours of the day, the establishment of air-conditioned facilities for individuals with comorbidities, and energy conservation measures in government offices.

Despite the mounting crop losses, Defensor said he is not currently considering declaring a province-wide state of calamity due to El Niño, maintaining that mitigation measures are already in place and funds are available to support emergency interventions.

The provincial government has identified a P82-million quick response fund and a P138-million trust fund that could be tapped, subject to applicable regulations, to address the effects of the prolonged dry conditions.

The combined P220 million in available funds could provide financial support for water distribution, emergency response and other measures intended to cushion vulnerable communities against the anticipated effects of El Niño.

With thousands of farmers already affected and agricultural losses exceeding P124 million, the province faces mounting pressure to implement its drought-response measures before worsening water shortages inflict further damage on agricultural production and household water supplies.

The situation also underscores the urgency of strengthening irrigation systems, securing alternative water sources and ensuring that drought-prone communities are adequately prepared for another prolonged dry spell.</text>

Iloilo State University of Fisheries Science and Technology-Main Campus also broke into the national rankings through Brent Samontanes, who tied for ninth place with 87.50 percent.

The results gave the four Western Visayas state universities 11 places in the Top 10 because of ties in the seventh and ninth spots.

UPV further underscored its strong performance by recording a 100-percent passing rate, with all 46 of its examinees successfully hurdling the licensure examination.

ISUFST-Main, meanwhile, ranked third among the top-performing schools after 42 of its 52 examinees passed.

Nationwide, 1,816 of 2,631 examinees passed the FPLE, equivalent to a 69.02-percent passing rate, according to the Professional Regulation Commission and the Professional Regulatory Board of Fisheries.

The examination was administered in 16 testing centers across the country on October 1 and 2 and covered core competencies in aquaculture, capture fisheries, aquatic resources and ecology, and post-harvest fisheries.

The commanding performance of Iloilo and Capiz schools further reinforced Western Visayas’ standing as a major center for fisheries education, aquatic sciences and research in the country.</text>

<text>The province’s Tib-ong Kabataan: Total Adolescent and Youth Health Development for MoRProGRes Iloilo successfully passed the national validation stage and was selected as one of the finalists for this year’s awards.

Iloilo Provincial Health Office (IPHO) chief Dr. Maria Socorro Colmenares-Quiñon said the provincial government, headed by Gov. Arthur Defensor Jr., received a letter from the 2026 Galing Pook Awards Committee on October 2 informing the province of the program’s selection.

“(It) has successfully passed the validation stage and has been selected as one of the finalists in the 2026 Galing Pook Award,” the letter addressed to Defensor and Quiñon stated.

The recognition puts Iloilo within striking distance of another Galing Pook Award, three years after the province won in 2023 for its “Zero to Limpyo Iloilo: Movement for a Province-Wide Zero Open Defecation” program.

Tib-ong Kabataan, led by the IPHO in partnership with various provincial government departments, seeks to address critical issues affecting young people, particularly teenage pregnancy and mental health, through an integrated province-wide approach.

The program employs five major strategies: capacity-building for service providers and adolescents; certification of adolescent-friendly health facilities; establishment of Teen Centers and Family and Youth Development Centers through the Iloilo Provincial Population Office; delivery of integrated adolescent health services in schools and communities; and strengthening partnerships and institutionalizing adolescent health and development programs across the province.

Quiñon said the recognition reflects Iloilo’s continuing commitment to empowering adolescents and young people through inclusive, responsive and transformative interventions that promote their well-being, leadership and development.

The province will face the final stage of the Galing Pook selection process on October 20 in Pasay City, Metro Manila, when representatives will make their final presentation before the national selection committee.

Provincial Administrator Dr. Raul Banias earlier led the presentation of Iloilo’s two entries before the Galing Pook National Selection Committee headed by Marco Alfino V. Miranda and Monette Montemayor at the Governor’s Boardroom.

The province’s other entry, BES BASA: POC Localization, did not advance to the finals. The program seeks to improve reading proficiency through a localized Proof of Concept approach involving the provincial government, Department of Education-Iloilo, local government units, school leaders, teachers and other partners.

Banias, however, said undergoing the rigorous national validation process was itself an achievement for the provincial government.

“As a team that firmly advocates for evidence-based, data-driven public administration, undergoing this national validation process is already a huge victory and milestone for us. Whether or not we make it to the top national winners, we are deeply grateful, fulfilled, and happy knowing that our hard work directly impacts the lives of our youth,” Banias said.

He said the province was honored to present how Iloilo transformed adolescent health and youth development from what had been a reactive, hospital-centered approach into a proactive, data-driven and whole-of-province system.</text>

<text>The preparations take on greater urgency as Western Visayas is one of the country’s major agricultural and food-producing regions where prolonged water shortages could threaten crop production, farmers’ livelihoods and regional food security.

DA-Western Visayas regional executive director Dennis Arpia said the agency began preparing its response as soon as the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) announced that a very strong El Niño could affect the country beginning this October and persist through the first quarter of 2027.

Among the measures being pursued is the continued education of farmers, local government units (LGUs) and other stakeholders on maximizing agricultural production in areas where water remains available.

The DA is encouraging farmers in these areas to use better seed varieties to boost yields, while those in places facing water shortages are being advised to shift to high-value crops, including corn.

Arpia said several LGUs and farmers have already written DA requesting corn varieties suitable for planting under El Niño conditions.

Cloud seeding operations have also been programmed for parts of Western Visayas, including northern Iloilo, as the government attempts to augment rainfall where conditions permit.

“’Yung unang bahagi ay patapos na at isasagawa natin ang kasunod. Tinitingan natin hangga’t appropriate at mayroon seedable clouds. Patuloy tayong nag-aaral kung saan pwede,” Arpia said.

The DA is likewise working to expand irrigation capacity to bring more farmland within reach of reliable water sources.

Arpia said the Jalaur River Multi-Purpose Project Stage II (JRMP II) in Calinog, Iloilo, which is expected to become fully operational by the end of 2027, could significantly strengthen the region’s irrigation capacity and help maintain water supply during future El Niño episodes.

Solar-powered irrigation systems are also being implemented as part of efforts to modernize the region’s agricultural infrastructure.

Beyond emergency interventions, Arpia stressed that increasingly unpredictable weather conditions require farmers to move away from purely traditional agricultural practices and embrace modern technology.

“Hindi po pwede na traditional lamang ang ating approach. Tayo po ay patuloy na nanawagan hindi lang po sa ating mga farmers at partner-LGUs kundi pati po sa ating media, mga influencers sa social media. Spread the word on new technologies. kung paano ang farmers natin maka-adjust, maka-adopt sa mga challenges dahil sa pagbabago ng panahon and global uncertainties ay. Na hindi lamang maging resilient ang farmers natin kundi maging competitive. Kami ay laging bukas makipagtulongan sa private sector,” he said.

Arpia also assured the public that the department has prepared buffer stocks of palay and rice, as well as seeds and other assistance that could be provided to farmers who need to shift to more resilient crops.

“Wihile kinakabahan tayo sa El Niño, the food security of Western Viysa is very much okay,” Arpia said.

The preparations come as Science and Technology Secretary Renato Solidum Jr. warned that all provinces in the Philippines are expected to experience drought by March 2027 as the effects of El Niño intensify.

“By the end of March, all provinces,” Solidum said during a Palace briefing on Monday, Oct. 5, when asked how many provinces could experience drought or very dry conditions.

Drought is generally characterized by several consecutive months of abnormally low rainfall — either three straight months with rainfall more than 60 percent below average or five consecutive months with rainfall 21 to 60 percent below normal.

Solidum, however, clarified that the term “Super El Niño” describes conditions in the Pacific Ocean and does not necessarily mean that its effects will be equally severe across the Philippines.

“Super El Niño is a description of the condition in the Pacific. Its effects on us will vary. As you can see, the provinces experiencing more severe drought are expected to be affected next year, not now, because there is a time lag in its effects,” he explained.

“So, we need to clarify to our fellow Filipinos that the term “El Niño” describes the condition in the Pacific, not in the Philippines. When we say El Niño, it means that sea surface temperatures are much higher than normal. However, its effects here, such as whether there will be insufficient rainfall, will still depend on the amount of rain that comes and how much rainfall we receive,” he added.

Solidum said the southwest monsoon had so far masked the effects of El Niño, explaining why its full impact has yet to be felt.</text>

<text>Iloilo mulls energy-saving measures as Middle East conflict raises power concerns
By Ime Sornito -Friday, March 6, 2026

ILOILO – Alarmed by the potential ripple effects of the escalating conflict in the Middle East on global energy supplies and electricity costs, Gov. Arthur Defensor Jr. is convening the province’s Community Defense Cluster this Friday, March 6, to prepare contingency measures that include possible energy-saving policies and adjustments in government work arrangements.

The meeting will tackle the province’s readiness for possible fuel price surges, electricity demand during the hot dry season, and measures to cushion the impact on government operations and households.

“Our Community Defense Cluster will convene tomorrow for Middle East Crisis, Summer Preparation, and Rice Program… including energy,” Defensor said when asked by Panay News if the provincial government plans to implement energy conservation measures at the Iloilo Provincial Capitol amid concerns over possible fuel shortages and rising prices if the conflict continues.

Among the options being considered by the provincial government is the implementation of a proposed four-day workweek at the Capitol to reduce electricity consumption and government resource use.

The governor’s initiative comes as national authorities also call on government agencies to tighten energy conservation efforts amid global uncertainties.

On Wednesday, March 4, the Inter-Agency Energy Efficiency and Conservation Committee (IAEECC) issued a letter urging government offices to strictly implement the Government Energy Management Program (GEMP).

“To mitigate the impacts of ongoing international developments, and to ensure ample electricity during the hot dry season, the mandatory implementation of energy efficiency and conservation measures to realize at least 10 percent savings, and the strict implementation of the GEMP Guidelines and relevant IAEECC resolutions are enjoined,” the letter stated.

Under the program, government agencies are directed to adopt measures such as activating sleep settings on office equipment, setting air-conditioning units to no lower than 24°C, switching to LED lighting and inverter air-conditioning units, and using on-site renewable energy sources when available.

Other recommendations include turning off lights and computers during lunch breaks in offices without a no-noon-break policy and adopting flexible work arrangements or straight eight-hour office operations when feasible.

Local governments in Iloilo have also begun considering similar initiatives.

Badiangan Mayor Suzette Mamon said she is preparing to issue a memorandum ordering energy conservation at the municipal hall and rationalizing fuel consumption for government vehicles while encouraging residents to do the same.

“I am about to issue memorandum on the rationalized use of vehicles and electric power conservation and other related modalities,” Mamon told Panay News when asked if the municipality would adopt energy-saving measures.

President Ferdinand R. Marcos Jr., for his part, has urged the public to practice energy conservation, including carpooling and using public transportation, even as he assured that the country’s domestic fuel supply remains adequate.

The President stressed that conservation measures are necessary to cushion the possible impact of rising global oil prices driven by geopolitical tensions.

Provincial officials are expected to discuss further strategies during Friday’s meeting as Iloilo braces for both the approaching hot season and the possible economic fallout of the ongoing Middle East conflict./PN

ILOILO City – A pre-World War 2 Hiligaynon publication that once stirred Ilonggo patriotism and civic consciousness secured a place in the country’s documentary hall of fame.

Founded in 1913, the now defunct Makinaugalingon was officially inscribed in the National Register of the UNESCO Philippines Memory of the World.

The recognition, formally announced on February 23, 2026 by the UNESCO National Commission of the Philippines, affirms the newspaper’s national historical significance and elevates it as part of the Philippines’ protected documentary heritage.

Founded by Ilonggo journalist-educator Rosendo Mejica, Makinaugalingon became a vital platform for patriotism, civic awareness, and social commentary in Western Visayas during a critical period in Philippine history. Its inclusion in the register ensures that its pages — once read by Ilonggo intellectuals and reformists — will be preserved and safeguarded for future generations.

Mayor Raisa Treñas said the move strengthens efforts to protect historical records that define the Ilonggo narrative.

“Our story gives meaning to our identity as Ilonggos, which is why we celebrate the official inclusion of Makinaugalingon in the National Register of the Memory of the World of the UNESCO National Commission of the Philippines,” Treñas said.

She stressed that the recognition goes beyond symbolism and secures long-term preservation of historical materials.

“Through the Memory of the World Committee, our documentary heritage is preserved and protected. In every page of Makinaugalingon is the story of our culture, our origins, and our aspirations as Ilonggos,” she said.

Treñas added that the milestone serves as a call for Ilonggos to value their heritage and support initiatives aimed at preserving cultural and historical records.

Nick Deocampo, chairman of the Memory of the World Committee of the UNESCO National Commission of the Philippines, underscored the importance of making documentary heritage accessible to the public rather than merely archiving it.

“If we stick only to original records, that is what we call archival. In other words, when something is archival, it is simply kept in libraries, deteriorating over time and no longer being used,” Deocampo said.

He emphasized that historical records must remain relevant and accessible to foster deeper understanding.

“We belong to a new generation with a new enlightened consciousness. That is why I took the opportunity to present these materials publicly, to show what we can do with our history. I belong to a generation that believes we should not just keep records, but actively use them to educate and inspire,” he said.

Deocampo added that preservation should not remain confined within academic institutions but must benefit ordinary citizens.

“Knowledge is important because it shapes identity. Those of us in the knowledge sector have a responsibility to ensure that people understand their heritage,” he said.

He also highlighted the role of policymakers in supporting heritage conservation efforts.

“They may hold political positions, but they are also citizens. They can legislate and help ensure that our historical heritage is preserved and recognized,” Deocampo said.

The Memory of the World Programme seeks to safeguard documentary heritage of global and national significance, ensuring that historically important records such as Makinaugalingon remain accessible to present and future generations — a recognition that places Iloilo’s intellectual legacy firmly on the national cultural map./PN</text>

<text>Iloilo pushes science-based lobster farming to boost coastal livelihoods
By Neljoy N. Galigao -Tuesday, February 24, 2026

Researchers and technicians conduct stocking density and feeding trials at a sea-based cage facility in Guimaras as part of efforts to develop science-backed, sustainable spiny lobster farming protocols for coastal communities.

ILOILO City – An international aquaculture research center based in Tigbauan, Iloilo is moving to overhaul traditional spiny lobster farming in the Philippines, aiming to replace unregulated wild seed collection practices with science-driven production models that promise higher incomes for fishers while safeguarding marine ecosystems.

A market-sized spiny lobster (Panulirus ornatus), locally known as “banagan” or tiger lobster, is weighed during growth monitoring tests, a key step in establishing production benchmarks for sustainable aquaculture. SEAFDEC/AQD

The Southeast Asian Fisheries Development Center Aquaculture Department (SEAFDEC/AQD) is leading the initiative to develop sustainable farming techniques for spiny lobster (Panulirus ornatus), locally known as “tiger lobster” or “banagan,” amid growing global demand and the availability of wild seed resources across the country.

SEAFDEC/AQD chief Dan Baliao acknowledged that the industry currently depends on collecting pueruli and juvenile lobsters from the wild, which are then transferred to small-scale nurseries and grow-out cages — a practice that poses long-term sustainability concerns.

“To leverage the potential of this high-value species, it is essential that we transform these informal practices into scientifically backed production models,” Baliao stated in a news release.

Baliao stressed the importance of establishing optimal stocking density, feeding schemes, and environmental management systems to ensure the sector’s long-term viability.

As part of the project, SEAFDEC/AQD identified Guimaras as a key research site due to its natural abundance of wild spiny lobster seeds. Researchers, led by Roselyn Baylon, are conducting environmental monitoring and verifying catch data through interviews with local fishers to better understand ecological conditions and promote community participation.

At the Igang Marine Station in Guimaras, experiments are underway to determine ideal stocking densities and feeding strategies for both nursery and grow-out stages using sea-based cage systems. The trials are evaluating growth performance, survival rates, and socioeconomic impacts on participating coastal communities.

“Through our rigorous research and experimentation, we are on the verge of establishing key growth benchmarks for the spiny lobster, which are vital for optimizing production cycles,” Baylon noted.

These benchmarks are expected to guide fishers in adopting best practices that enhance productivity without compromising marine health.

Dr. Leobert de la Peña, head of the SEAFDEC/AQD Research Division, said large-scale verification trials will follow once refined protocols are finalized, marking a significant step in integrating scientific approaches into traditional coastal aquaculture.

With global appetite for premium seafood on the rise, SEAFDEC/AQD officials said the initiative seeks not only to strengthen a high-value industry but also to empower coastal communities through sustainable and resilient aquaculture practices./PN

ILOILO City
ILOILO – Municipal mayors have welcomed what they described as a “historic boost” to local government funding after President Ferdinand “Bongbong” Marcos Jr. announced the expansion of the Local Government Support Fund (LGSF) to nearly P58 billion — the largest allocation in the program’s history.

The additional funding, which raises this year’s LGSF allocation to over P34 billion and brings the total fund to almost P58 billion, was unveiled during the launch of “Sa Bagong Pilipinas, Bawat Bayan Makikinabang” at Malacañang Palace on Monday, Feb. 23.

The initiative aims to strengthen local government units (LGUs) by increasing financial support to enable faster and more responsive delivery of services at the community level.

“Today, this Administration launches ‘Sa Bagong Pilipinas, Bawat Bayan Makikinabang,’ an initiative anchored on the principle that our local government must be empowered to respond to the needs of the people. Bilang local chief executives, kayo ang unang nakakaramdam ng problema at unang nakakarinig ng mga hinaing. Dahil kayo ang nakakaalam ng tunay na kalagayan sa inyong komunidad, sa inyo nagsisimula ang pagbabago,” President Marcos said.

For more than three decades, the LGSF — on top of the National Tax Allocation (NTA) — has served as a bridge between the national government and local communities, financing projects that improve local infrastructure and public services. However, Marcos acknowledged that the fund’s demand-driven system often delayed implementation because LGUs were required to complete extensive documentation before accessing funds, a challenge particularly felt by smaller and geographically isolated municipalities.

To address these bottlenecks, the President said consultations were held with key local government organizations, including the Union of Local Authorities of the Philippines, the League of Municipalities of the Philippines, and the League of Cities of the Philippines.

Under the expanded LGSF, priority programs include the distribution of 60 kilos of rice each to more than five million families, construction of hospitals and health stations, procurement of medical equipment, development of evacuation facilities, farm-to-market roads, water supply systems, and rural electrification projects.

“Upang matiyak na ang bawat sentimo ng pondo ay malinaw ang direksyon, nagtakda tayo ng mga prayoridad na programa na magpapalakas ng ating mga sektor,” the President said.

“Bahagi ang LGSF ng mas malawak nating layunin na isulong ang Bagong Pilipinas kung saan ang pag-unlad ay nararamdaman sa bawat rehiyon at bawat komunidad,” he added.

Marcos also ordered the direct release of LGSF funds to LGUs to prevent delays.

“Bukod pa riyan, pinabilis at pinadiretso na natin ang pagdating ng LGSF sa bawat lokal na pamahalaan. Ginawa namin ito dahil sa pagkilala na ang pangangailangan ng tao, gaano man kaliit o gaano kalaki ay hindi pa naghihintay pa,” he said.

The President further disclosed that around P1.19 trillion in National Tax Allotment has already been released to LGUs this year — more than 15 percent higher than in 2025.

“Mas mataas ito ng higit 15 porsyento kumpara ng 2025. Ibig sabihin, mas kaya na ngayon ng ating mga LGUs na pondohan ang mga programang kailangan ng kanilang nasasakupan,” he added.

Among those present at the Malacañang launch was Suzette Mamon, president of the Iloilo chapter of the League of Municipalities and mayor of Badiangan, a fourth-class municipality.

In an interview after the ceremony, Mamon said the LGSF expansion would significantly benefit smaller towns like hers that rely heavily on national support for infrastructure and basic facilities.

“Masydong malaking tulong ang ibinibigay ng LGSF because we are fourth class municipality, my town is fourth class, maliit lang kami and we really need infrastructures and facilities para ma-improve naman naming local community doon,” Mamon said.

She noted that farm-to-market roads are especially critical in Badiangan, an agricultural town where farmers struggle with transport linkages to markets.

“The farm-to-market road, we need this to link our farmers to the market, malaking tulong para sa aming farmers na yong products nila maidala nila sa market so that they can earned and improve their economic life,” she added.

Mamon also welcomed the rice distribution program, saying it would benefit families in the province, particularly in municipalities where malnutrition remains a concern.

Local officials said the record LGSF allocation, coupled with the increased NTA releases, could serve as both an economic stimulus and a governance boost for municipalities seeking to accelerate development projects while addressing immediate social needs./PN
